The government supports safe housing for people with disabilities by enhancing their quality of life and funding environmental modifications for homes, with up to 40,000 baht per house for ramps, bathrooms, and handrails to reduce daily life obstacles.
On 19 Oct 2026 GMT+7, Second Lieutenant Patdarasmi Thongsaluaykong, Deputy Spokesperson of the Prime Minister's Office, announced the government's commitment to improving the quality of life for people with disabilities and vulnerable groups. The aim is to enable everyone to live safely, with dignity, and equal access to basic rights. The Ministry of Social Development and Human Security (MSDHS), through the Department of Empowerment of Persons with Disabilities (DEP), supports home environment modifications to help people with disabilities live more conveniently and safely, reducing daily limitations and promoting self-reliance. The program provides up to 40,000 baht per home under specified criteria and conditions.
The Deputy Spokesperson explained that the support focuses on adapting the home environment to suit each individual's type of disability and needs. This includes improving bathroom safety, building wheelchair ramps, installing handrails for support, modifying floors and pathways for easier mobility, and repairing damaged areas that hinder daily living. All improvements must align with the project's purpose to genuinely benefit the lives of people with disabilities.
Applicants must meet set qualifications, including holding a disability ID card, residing in the home for a specified period, living in housing that is unstable or unsuitable for their disability, having insufficient income to support themselves, and consideration of prior government aid received. Eligibility is verified through qualification checks, home condition surveys, and suitability assessments by responsible agencies according to established guidelines.
The Deputy Spokesperson emphasized that the 40,000 baht cap per home is a budget ceiling for home environment modifications and not an automatic cash payment to every person with a disability. Support is granted based on individual needs and agency procedures to ensure budget efficiency and that assistance meets recipients' actual requirements.
Additionally, the MSDHS implements other measures to improve the quality of life for people with disabilities, including welfare and rehabilitation support, access to assistive devices and necessary facilities, as well as career promotion and capacity development. These efforts aim to enhance opportunities for people with disabilities to live independently and fully participate in society, with each type of welfare and assistance governed by specific criteria and conditions.
People with disabilities or their families wishing to apply for home environment modification support can contact the Provincial Social Development and Human Security Offices (PSDH), provincial disability service centers, or local administrative organizations such as municipalities and subdistrict administrative organizations to inquire about eligibility, required documents, and application procedures locally. Those living in Bangkok can contact the Bangkok Disability Service Center or its branches and obtain more information by calling the PSDH hotline at 1300, available 24 hours.
“A safe home should not be something people with disabilities have to struggle to obtain. Access to appropriate housing is not merely a matter of convenience but a fundamental right tied to dignity and equality. The government aims to remove barriers that prevent people with disabilities from living to their full potential. Sometimes, a single ramp, a safe bathroom, or a suitable handrail can meaningfully transform a person's daily life. The goal is not just to repair houses but to create opportunities for people with disabilities to live independently, safely, and with dignity, just like everyone else in society,” the Deputy Spokesperson concluded.
