‘Suriya’ Prepares 1.575 Billion Baht Budget to Provide Additional Flood Relief of 3,000 Baht per Farming Household

“Suriya” has instructed the Ministry of Agriculture to consider additional flood relief funding to assist farmers with 3,000 baht per household. The first tranche of a central budget of 1.575 billion baht is being prepared, with a second disbursement planned by the end of November. He emphasized that even farmers not officially registered must not be overlooked in the relief survey.

On 22 October 2026 at the Ministry of Agriculture and Cooperatives, Sarawut Nueangjamnong, Secretary to the Minister of Agriculture and Cooperatives, chaired a meeting to monitor flood relief efforts for affected farmers. Sarawut said that Minister Suriya Jungrungreangkit ordered rapid, transparent relief measures coordinated with the Bank for Agriculture and Agricultural Cooperatives (BAAC) and financial institutions. Measures include debt moratoriums, rehabilitation loans, and prompt restoration of production inputs such as soil improvement, seed and livestock support, aquatic animal breeding, post-flood epidemic surveillance, and proactive field teams equipped with vaccines and medicines to control plant and animal diseases. They are also planning crop planting, especially dry-season rice, to match water availability. The following immediate relief actions were ordered.

1. The Department of Cooperative Promotion will compensate loan interest for members with principal loans up to 300,000 baht at an annual rate of 3 percent for one year, with a budget of 200 million baht.

2. The Agricultural Land Reform Office will support low-interest loans for debtors with no outstanding debt, offering 0 percent interest for one year, then 2 percent annually. Loans are capped at 50,000 baht per year, repayable over three years, within a 20 million baht budget.

3. The Rubber Authority of Thailand will provide immediate relief funds not exceeding 3,000 baht per household to 10,536 rubber farmers.

Sarawut added that additional support for production inputs totals 112.49 million baht, divided as follows: 1. The Department of Land Development will supply 641,148 liters of P.D.6 products to treat wastewater and reduce odor, covering 6,600 rai, with a budget of 8.33 million baht. 2. The Department of Cooperative Promotion allocates 10 million baht to compensate farmers for property damage. 3. The Department of Fisheries will release 800 million aquatic animals into natural water bodies, with a 90 million baht budget. 4. The Department of Livestock Development will deploy mobile veterinary units to restore animal health and provide medicines for 26,000 animals. 5. The Rubber Authority will support living essentials for 1,632 registered rubber farmer households with a budget of 451,000 baht.

Sarawut said Minister Suriya has instructed all departments within the Ministry of Agriculture to consider additional relief budgets for farmers beyond the 2027 and 2028 relief budgets, following Ministry of Finance regulations on emergency disaster relief advances. Local agencies must promptly survey damage and submit to district and provincial disaster relief committees for assistance consideration. With 52,832 affected farmers, approval will be sought for the first central budget tranche of 1.575 billion baht, with a second tranche after floodwaters recede by the end of November, to provide initial 3,000 baht relief per household as widely as possible. All units are urged to conduct thorough damage assessments covering all areas, especially farmers who suffer but are not registered, using existing farmer databases as a starting point combined with field fact-finding, per Prime Minister’s policy. Minister Suriya stressed that no truly affected farmer should be excluded from government aid simply because they are not registered; all genuinely distressed farmers will be comprehensively assisted without anyone left behind.
