Democrat Party to File Administrative Lawsuit Against BMA, DDPM, and State Agencies for Negligence Causing Floods

Pongsakorn revealed that the Democrat Party is preparing to file a lawsuit at the Administrative Court against the Bangkok Metropolitan Administration, the Department of Disaster Prevention and Mitigation, and related agencies for negligence causing flooding, demanding full compensation. He criticized that citizens suffered damages worth hundreds of thousands of baht but were compensated only a few thousand.

25 Oct 2026 GMT+7 Mr. Pongsakorn Khwanmuang, spokesperson of the Democrat Party, held a press conference outlining the party’s course of action regarding the flooding problem in Bangkok. He confirmed that the Democrat Party is preparing to file a complaint with the Administrative Court to hold state agencies accountable for neglecting their duties, resulting in severe damage to people’s lives and property.

Mr. Pongsakorn stated that the flooding in Bangkok was not caused solely by natural factors or heavy rain but was directly due to poor and ineffective government management. Issues include failure to preemptively drain water to full capacity, allowing water pumps to remain broken, delayed warnings, urban planning problems, and the disappearance of the Khu Bon canal. Even the Deputy Governor of Bangkok admitted there was no serious public warning, but this apology cannot compensate for the losses already suffered.

The Democrat Party spokesperson further criticized the government’s compensation measures as disconnected from reality. Citizens faced damage to homes, vehicles, and property worth hundreds of thousands of baht but received only a few thousand baht in compensation. For example, 5,000 baht if water surrounded the house, 9,000 baht if water entered the house. In cases of damaged cars, compensation was almost nonexistent. This forced many people to borrow money to repair their homes and restart their lives, despite not being at fault but victims of government negligence.

For these reasons, the Democrat Party has assigned its legal team to expedite drafting a petition to file with the Administrative Court to sue the related agencies, including the Bangkok Metropolitan Administration, the Department of Disaster Prevention and Mitigation (DDPM), and other relevant bodies. They are charged with neglecting their legal duties. The goal is to pressure state agencies to fairly and reasonably compensate citizens and to establish legal precedents allowing people to claim justice from the government in the future.
