Warawut Orders Strict Control of Solar Panels and Components to Ensure TISI Standards and Prevent Substandard Products

Warawut has ordered strict control over solar panels as products regulated under TISI standards to prevent substandard goods, covering the entire solar system to enhance public safety. He stressed that violations will incur heavy penalties including imprisonment and fines.

28 Oct 2026 GMT+7 Mr. Warawut Silpa-archa, Minister of Industry, revealed that he has signed a ministerial regulation designating solar panels, or photovoltaic panels, as controlled products under TISI Standard 61730 Part 2-2024. This was set by the Thai Industrial Standards Institute (TISI) of the Ministry of Industry and is expected to be published in the Government Gazette and come into effect within this week.

This aims to enhance the safety of life and property for citizens and support the expansion of rooftop solar power installations across households and businesses. The standard requires solar panels to pass safety tests including heat resistance, automatic power cut-off, leakage prevention, flame retardance against sparks, and mechanical strength. Manufacturers, importers, and sellers must obtain TISI certification before marketing. This is to prevent substandard products from entering the market during the government's promotion of solar energy use to reduce electricity costs and support the transition to clean energy.

"Those who violate import laws without permission face up to 2 years imprisonment or fines up to 2 million baht, or both. Sellers of non-standard products face up to 6 months imprisonment or fines up to 500,000 baht, or both," he said.

Mr. Pasakorn Chairat, Deputy Permanent Secretary of the Ministry of Industry, stated that TISI is accepting applications and conducting pre-inspections of factories. Currently, 259 operators have licenses to ensure sufficient standardized products meet market demand. Operators can apply through TISI's E-License system. This is an electronic service provided by TISI.The public can check licensed operators' names atthe Industrial Product Standards License Database.

Additionally, TISI plans to regulate seven more products related to solar energy systems, including DC wiring, lithium batteries, fuses, inverters, DC circuit breakers, DC connectors, and wiring cabinets to enhance safety across all related equipment.
