Military Committee Discusses Controversy Over 12th Army Area Leasing Land for Trail Running Course in Nakhon Nayok

The Military Committee discussed a hot issue investigating the 12th Army Area's leasing of land to a private entity for a “trail running course” in Nakhon Nayok, raising concerns about benefits to the state and compliance with state property regulations. They also continued addressing the issue of conscript soldiers providing personal services in the 11th Army Area.

At 09:30 on 29 Oct 2026 at the Parliament building, the Military Committee of the House of Representatives convened. Mr. Rachen Trakulwiang, a party-list MP and leader of the New Alternative Party, attended as deputy chair to advance transparency and oversight of military agencies. The committee focused on two key governance and transparency issues within the army: investigating the 12th Army Area's leasing of land for a trail running course in Nakhon Nayok and whether this complied with regulations and yielded state benefits.

The key issue under study involves the 12th Army Area authorizing private sector use of its land in Nakhon Nayok to create a “trail running course.” The Military Committee is conducting an in-depth review of the legality under government regulations, the permission process for using state property, and management of benefits due to the state, checking for conflicts of interest or violations of Treasury Department laws and rules.

During the session, representatives from relevant agencies and senior officials were invited to provide comprehensive explanations. These included Lt. Col. Prasai Phutrakul, Deputy Director of the Support Office; Lt. Col. Adisorn Krapaothong, Director of Real Estate Division; Lt. Col. Witthaya Chareerat, Deputy Director of Real Estate; Lt. Col. Watchara Utchai, Battalion Commander; Capt. Thanik Yansukon, Legal Officer of the 2nd Infantry Regiment; Lt. Julasak Sonsida, Communications Platoon Commander; Col. Paisan Pisalyutthanapong, Deputy Commander of the 12th Army Area; Lt. Col. Tawich Nuansopa, Deputy Chief of Staff, 12th Army Area; Lt. Col. Withoon Ngiampho, Acting Chief Engineer, 12th Army Area; Lt. Col. Rattanasak Srikasem, Acting Real Estate Officer, 12th Army Area; Mr. Pannatat Uthasen, Regional State Property Management Specialist; Mr. Charin Phromariyasit, Benefits Management Officer; and officials from the Office of the Permanent Secretary, Ministry of Natural Resources and Environment.

Additionally, discussions advanced the investigation of conscript soldiers being assigned to personal service duties at officers’ residences in the 11th Army Area. This significant agenda item involves studying facts concerning conscripts being used for personal work or service at officers’ homes—a matter closely watched by society and civil groups. The committee coordinated invitations for representatives from the 11th Army Area to explain personnel management details to address rights violations and misuse of state resources.

Furthermore, the Military Committee reviewed a study report on welfare and compensation for personnel affected by clashes along the Thai-Cambodian border, with the secretariat having revised content per committee observations. The committee approved a proactive seminar project titled “Gen Z Voice: The Future of Thai Military Students,” scheduled for Tuesday, 24 Nov 2026 at the Territorial Defense School, Military Student Center, Bangkok. It also resolved to amend the name of the expert advisor in the 5th meeting minutes to “Mr. Thanakorn Na Nakorn.”
