Pakorn Urges Public Disclosure of Income and Expense Accounts for All Foundations

Pakorn recommends publicly disclosing the income and expense accounts of all foundations to enable oversight and plans to establish measures to close loopholes that allow insiders to misuse donated funds.

At 12:20 p.m. on 30 Oct 2026 at the Government House, Pakorn Nilprapap, Deputy Prime Minister, addressed calls from various parties for audits of foundations receiving donations for social aid, following issues surrounding Boon Panadda's foundation. He stated that foundations are governed under the Civil and Commercial Code and are overseen by the Ministry of Interior.

When asked why society has been unable to monitor and verify donations after they are made, Pakorn said both foundations and associations must submit financial reports and operational results to the Ministry of Interior for review. The problem is likely due to the large number of entities and perhaps insufficiently rigorous audits. To resolve this, accounting audits need to be intensified, and reporting scrutiny must be increased.

Asked whether donation budgets can be disclosed to the public to ensure transparency, Pakorn said the Ministry of Interior already holds this information, as associations and foundations are required to report annually. He suggested the Ministry might be asked to make this data public since, if the information is not complex, it should not be an issue.

"In my personal view, this information should be disclosed publicly, at least to allow for oversight, because the funds come from public trust, similar to temple donations. We even want to know how temple donations are used. The principle is the same, so I emphasize that, personally, I believe disclosure should be mandatory. If there are no regulations yet, then disclosure should be implemented," Pakorn said. Pakorn added.

When asked if there will be measures to prevent insiders from using donated money for personal use, Pakorn said this likely relates to the accounting system, which may need new guidelines. He understands that the Federation of Accounting Professions will hold discussions to establish standards, especially concerning data disclosure. Such incidents undermine public trust in mutual aid, and this serves as a negative example. He affirmed that solutions are being sought.
