Ruttaphol revealed progress in the gambling website case after Bitkub explained that 49 customers transferred 100 million baht to the Shuffle website. Meanwhile, Cyber Crime Division has identified three Thai gamblers and is accelerating the investigation. Regarding the asset seizure of MP Idea and her husband, actions must follow legal procedures.
At 11:30 a.m. on 4 Nov 2026 at the Ministry of Justice, Pol. Lt. Gen. Ruttaphol Naowarat, Minister of Justice, spoke about progress in investigating the Shuffle.com gambling case. The investigation is led by the Technology and Information Crime Division regarding the involvement of Mr. Taiyang Sang, husband of Ms. Suchada Sang Thanthap, known as MP Idea of Chaiyaphum province from the Bhumjaithai Party, suspected of links to an online gambling and scammer network under case number 148/2569. On 3 Nov, legal representatives from Bitkub Online Co., Ltd. met with investigators to provide witness information and clarify that 49 customers transferred cryptocurrency worth over 100 million baht to Shuffle.com. They explained that technological limitations may make it difficult for the company to screen whether transactions relate to gambling websites. The DSI is considering whether service providers should have known the nature of these transactions.
Pol. Lt. Gen. Ruttaphol said Bitkub's explanation to the DSI investigation team concerned the amounts and number of customers transferring funds to Shuffle. The DSI has questioned them to gather evidence for the investigation. Regarding whether service providers knew or should have known about such transactions, he believes the relevant digital asset market authorities should establish appropriate measures. He hopes these agencies will provide clarifications.
When asked whether the DSI will invite other digital asset trading service providers regulated and licensed by the SEC—eleven companies in total—for further information beyond Bitkub, Pol. Lt. Gen. Ruttaphol confirmed that the DSI plans to invite all within a set timeframe. Additionally, he said the Cyber Crime Division has identified three Thai gamblers who accessed Shuffle.com from Thailand, supported by financial evidence showing transfers to the site. Details about the amounts and gambling activity remain under investigation. Authorities will summon more individuals for questioning. The cyber police are currently gathering evidence and taking testimony to proceed under the Gambling Act of 1935.
Pol. Lt. Gen. Ruttaphol added that regarding witness questioning, the DSI has interviewed Mr. Taiyang Sang, husband of MP Suchada Sang Thanthap, but not MP Suchada herself. On whether MP Idea will be questioned, he suggested the focus should initially be on the gamblers using Shuffle.com to understand their involvement. Regarding complaints about MP Idea’s previous role as secretary to the Minister of Digital Economy and Society and her possible knowledge of Shuffle’s operation, since her husband holds shares in a related company, Ruttaphol said investigations should start with the gamblers. Afterwards, the shareholding details and company structures linked to Shuffle will be examined. He emphasized that conclusions must rely on evidence, not assumptions, and that the number and nature of related companies and shareholdings must be clarified.
When asked about requests to temporarily seize assets of MP Idea and her husband, Pol. Lt. Gen. Ruttaphol said such actions will proceed once documents and evidence are verified. He emphasized fairness to all parties, noting that DSI has invited Mr. Sirichok Sopa and Mr. Rangsiman Rome to provide statements, ensuring both sides have a chance to present information. Whether this will become a special case depends on the DSI’s assessment of the evidence collected; he does not interfere with the investigation details.
Pol. Lt. Gen. Ruttaphol also updated on the investigation of Mr. Somchat Techathavorncharoen, Phuket MP from the Prachachon Party. The Security Division of the DSI is currently verifying facts regarding his role as a board member of a company involved in real estate and condominium business in Phuket jointly operated with foreigners. This may constitute acting as a nominee holding assets on behalf of foreigners. After thorough evidence collection and ensuring fairness, the case has recently been accepted as a special case (No. 159/2026) under the Foreign Business Act of 1999, due to suspected nominee behavior.
Pol. Lt. Gen. Ruttaphol said the DSI has already questioned MP Somchat as a witness. For further details, he deferred to the case handlers, as he is not directly involved in the investigation’s finer points.
