Disaster Prevention Chief Clarifies 72-Hour Emergency Bag Is Not a War Signal

The Director-General of the Department of Disaster Prevention and Mitigation (DDPM) clarified that recommending citizens prepare a 72-hour emergency bag is "not a war signal" but an international standard for basic disaster preparedness.

4 Nov 2026 GMT+7 Mr. Nirat Pongsitthaworn, Director-General of the Department of Disaster Prevention and Mitigation. He stated that as the DDPM has been advising and encouraging the public to prepare an emergency bag or Emergency Bag this is a basic readiness measure to handle all types of disasters with awareness but without panic, and it is not a sign that war will occur. The DDPM Director-General further explained that the emergency bag does not require buying a new bag but can be prepared using an existing one, packed with

essential items for survival during the first 72 hours after a disaster, including drinking water, dry food, medicine, communication devices, and cash reserves. Because in a major disaster, government assistance may not reach all areas immediately, everyone should be able to take care of themselves and their families first. Importantly, the first 72 hours after an event is the critical period when people can provide basic safety care for themselves and their families. This concept is not new in Thailand, as the DDPM has continuously campaigned for communities to prepare emergency bags for disaster response, similar to international organizations and disaster agencies in many countries recommending citizens do the same. The emphasis is on having the bag ready at all times, not waiting for an event to occur. It is not intended for war preparedness but for general emergencies such as earthquakes, building collapses, or widespread flooding, which may make it difficult for people to purchase food, medicine, or essential supplies.

"The Department of Disaster Prevention and Mitigation, responsible for public safety from disasters, works continuously with security and military agencies. For general disasters, the DDPM has management measures that can be implemented immediately. However, if the situation involves security dimensions, the Ministry of Interior and national security agencies will take charge, while the DDPM provides alert systems that are ready to support so the public can prepare for all disaster scenarios promptly."

Mr. Nirat added that regarding preparing an emergency bag, the principle is to be aware but not panic. This is not a warning announcement but an effort to educate and build readiness among the public. The DDPM has provided this advice continuously; it is not a warning or a signal that war will occur.

Currently, Thailand has no security emergencies requiring large-scale stockpiling. The DDPM coordinates and works with relevant agencies, ready to follow government orders to protect the public within its role and mission for safety.
