Fuel Fund Raises Diesel Subsidy to 20.36 Baht per Liter

The Fuel Fund announced an increase in the diesel subsidy to 20.36 baht per liter to prevent prices from exceeding 30 baht per liter in the market.



On 16 March 2026, it was reported that the Fuel Fund Management Committee (FFMC) resolved to issue Announcement No. 22/2569 regarding the determination of fund contribution rates, compensation rates, refund rates, and refund compensation rates for fuels.

The National Energy Policy Committee set the policy framework for managing the Fuel Fund under the Fuel Fund Act B.E. 2562 (2019) to enable the FFMC to continuously manage the fund and maintain fuel prices at appropriate levels. Clause 3.2.1 (1) "b." specifies scenarios where retail fuel prices rise above appropriate levels, exceeding 30 baht per liter.

Clause 3.3.1 aims to alleviate impacts on people's livelihoods or delay shortages and insufficiencies in domestic use, benefiting the country's energy security and economy.

Clause 3.3.2 outlines short-term measures while maintaining the principle of reflecting true value and avoiding disruption of free market mechanisms.

Clause 3.3.3 considers volatility in actual cost prices, global market trends, avoids compensating specific groups, and prohibits cross-subsidies among fuel types.

Under the authority of Sections 14 (4), 27, 29, 31, 32, 54, and 55 of the Fuel Fund Act B.E. 2562, the FFMC hereby announces the determination of fund contribution rates, compensation rates, refund rates, and refund compensation rates for fuels as follows.

Clause 1 cancels the FFMC Announcement No. 21 B.E. 2569 concerning the determination of fund contribution rates, compensation rates, refund rates, and refund compensation rates for fuels dated 13 March 2026.

Clause 2 in this announcement:

Regular diesel and premium regular diesel refer to fuels sold under the following trade names:

1. Caltex Power Diesel + Techron D

2. Hi Premium Diesel S

3. Shell V-Power Diesel

Clause 3 sets the fund contribution and compensation rates for fuels produced domestically for domestic use as follows: gasoline contribution rate is 0.10 baht per liter with no compensation, while regular diesel and B20 biodiesel receive a subsidy of 20.36 baht per liter.

Clause 4 sets the fund contribution and compensation rates for fuels imported into the kingdom for domestic use as follows:

Gasoline contribution is 0.10 baht per liter with no compensation; Gasohol 95 and 91 receive compensation of 9.73 baht per liter; E20 receives 11.06 baht per liter.

Regular diesel and B20 biodiesel are subsidized at 20.36 baht per liter; Gasohol 95 and 91 receive 9.73 baht per liter; E20 receives 11.06 baht per liter.

Clause 5 sets the refund rates and refund compensation rates for fuels that have contributed to the fund or received fund compensation but are exempted from contribution as follows:

Gasoline contribution is 0.10 baht per liter with no compensation; Gasohol 95 and 91 receive compensation of 9.73 baht per liter; E20 receives 11.06 baht per liter.

Regular diesel and B20 biodiesel are subsidized at 20.36 baht per liter; Gasohol 95 and 91 receive 9.73 baht per liter; E20 receives 11.06 baht per liter.

For fuels exported out of the kingdom where the refund or refund compensation rate cannot be verified, the above rates shall apply.

Clause 6 defines fuels in this announcement as those with characteristics and quality as prescribed or approved by the Director-General of the Department of Energy Business under fuel trade laws.

For the purpose of setting rates in Clauses 3, 4, and 5, regular diesel and B20 diesel are defined by the characteristics and quality prescribed by the Director-General under fuel trade laws. Regular diesel approved with biodiesel (fatty acid methyl ester) content below the announced standard means diesel certified by the Department of Energy Business for parts not meeting the standard.

Clause 7 excludes gasoline intended for ethanol blending to produce gasohol from the gasoline referred to in Clauses 3, 4, and 5.

Clause 8 excludes base diesel oil intended for blending with fatty acid methyl ester biodiesel to produce regular diesel from the diesel in Clauses 3, 4, and 5.

This announcement is effective from 17 March 2026 onwards.
