
The Fuel Fund Committee (FFC) has set a new rate, reducing the diesel subsidy to 16.02 baht per liter, while market watchers monitor whether fuel prices will rise.
On 26 March 2026, it was reported that the Fuel Fund Committee (FFC) passed Announcement No. 30 concerning the setting of contribution rates, compensation rates, refunds from the fund, and compensation refunds related to fuel.
The National Energy Policy Committee has established the management framework for the Fuel Fund under the Fuel Fund Act B.E. 2562 (2019), enabling the FFC to manage the fund continuously to keep fuel prices at appropriate levels. Clause 3.2.1(1)(b) states the event that causes retail fuel prices domestically to rise above appropriate levels, exceeding 30 baht per liter.
Clause 3.3.1 aims to alleviate the impact on people's livelihoods and/or delay shortages and insufficiencies for domestic use, benefiting the country's energy security and economy.
Clause 3.3.2 serves as a short-term measure while maintaining the principle of reflecting true value and avoiding disruption to the free market mechanism.
Clause 3.3.3 considers the volatility of actual cost prices and global market trends, avoids compensation that benefits specific groups, and prohibits cross-subsidies among fuel types.
Under the authority granted by Sections 14(4), 27, 29, 31, and 32,
and Sections 54 and 55 of the Fuel Fund Act B.E. 2562, the Fuel Fund Committee announces the determination of contribution rates, compensation rates, refunds, and compensation refunds for fuels as follows.
Clause 1 repeals the Fuel Fund Committee Announcement No. 29,
B.E. 2569 (2026), regarding the setting of contribution rates, compensation rates, refunds, and compensation refunds for fuels, dated 24 March 2026.
Clause 2 defines standard diesel and premium standard diesel as fuel sold under the following trade names:
1. Caltex Power Diesel + Techron D
2. Hi Premium Diesel S
3. Shell V-Power Diesel
4. Super Power Diesel
Clause 3 sets the contribution and compensation rates for fuels produced domestically and used within the kingdom as follows: ,
Gasoline contributes 5.50 baht per liter to the fund with no compensation; standard diesel is subsidized at 16.02 baht per liter; and B20 diesel is subsidized at 18.94 baht per liter.
Clause 4 sets the contribution and compensation rates for fuels imported into the kingdom for domestic use as follows: ,
Gasoline contributes 5.50 baht per liter to the fund with no compensation; gasohol 95 and 91 receive 0.56 baht per liter compensation; E20 receives 3.54 baht per liter compensation.
Standard diesel is subsidized at 16.02 baht per liter; B20 is subsidized at 18.94 baht per liter.
Clause 5 sets the refund and compensation refund rates for fuels that have contributed to or received compensation from the fund but are exempted from contributions as follows:
Gasoline contributes 5.50 baht per liter with no compensation; gasohol 95 and 91 receive 0.56 baht per liter compensation; E20 receives 3.54 baht per liter compensation; standard diesel is subsidized at 16.02 baht per liter; and B20 at 18.94 baht per liter.
For exported fuels where the refund or compensation rate cannot be verified, the above rates shall apply.
Clause 6 defines fuel as having the characteristics and quality approved or specified by the Director-General of the Department of Energy Business according to the Fuel Trade Act.
For determining the rates in Clauses 3, 4, and 5, standard diesel and B20 diesel must meet the quality standards set by the Director-General. Standard diesel with biodiesel (methyl ester of fatty acids) content below the prescribed ratio means diesel certified by the Department of Energy Business as not fully complying with the required fuel quality standards.
Clause 7 excludes gasoline intended for ethanol blending to produce gasohol from the gasoline category in Clauses 3, 4, and 5.
Clause 8 excludes base diesel intended for blending with biodiesel methyl ester to produce standard diesel from the diesel category in Clauses 3, 4, and 5.
These regulations take effect from 27 March 2026 onwards.
