
The Fuel Fund Committee (FFC) in Announcement No. 46 approved the latest rates, reducing the diesel subsidy to 5.89 baht per liter and the B20 subsidy to 11.67 baht per liter, effective 15 April. Attention now turns to the impact on retail prices.
On 14 April 2026, reports stated that the Fuel Fund Management Committee (FFC) resolved to issue Announcement No. 46/2569, regarding the rates for fund contributions, compensation, refunds, and compensation refunds for fuel.
The National Energy Policy Committee set the policy framework for managing the Fuel Oil Fund under the Fuel Oil Fund Act B.E. 2562 (2019), allowing the Fuel Fund Management Committee to manage the fund continuously to keep fuel prices at appropriate levels. Clause 3.2.1 (1) "b." states that if retail fuel prices in the country rise above an appropriate level, specifically exceeding 30 baht per liter, action is required.
Clause 3.3.1 aims to mitigate the impact on people's livelihoods and/or delay shortages and insufficiency of domestic use, benefiting national energy security and the economy.
Clause 3.3.2 represents a short-term measure maintaining the principle of reflecting true value while avoiding disruption to free market mechanisms.
Clause 3.3.3 considers the volatility of actual cost prices and global market trends, avoids subsidies favoring any particular group, and discourages cross-subsidization among different fuel groups.
Under the authority of Sections 14 (4), 27, 29, 31, 32, 54, and 55 of the Fuel Oil Fund Act B.E. 2562, the Fuel Fund Management Committee announces the determination of fund contribution rates, compensation rates, fund refund rates, and compensation refund rates for fuel as follows.
Clause 1 cancels the previous FFC Announcement No. 45/2569 on determining fund contribution, compensation, refund, and compensation refund rates for fuel, dated 10 April 2026.

Regular diesel and premium regular diesel refer to fuels sold under the following brand names:
1. Caltex Power Diesel + Techron D
2. Hi Premium Diesel S
3. Shell V-Power Diesel
Clause 3 sets fund contribution and compensation rates for domestically produced fuel intended for domestic use as follows: gasoline contribution rate at 9.66 baht per liter with no compensation.
Regular diesel subsidy or compensation is set at 5.89 baht per liter, and B20 subsidy or compensation at 11.67 baht per liter.
Clause 4 sets fund contribution and compensation rates for imported fuel for domestic use as follows:
Gasoline contribution rate is 9.66 baht per liter with no compensation; Gasohol 95 and 91 receive 2.84 baht per liter compensation; E20 receives 2.26 baht per liter compensation.
Regular diesel receives 2.26 baht per liter compensation, and B20 subsidy or compensation is 11.67 baht per liter.
Clause 5 sets refund and compensation refund rates for fuel that has contributed to the fund or received compensation but is exempt from contributing to the fund as follows:
Gasoline contribution rate at 9.66 baht per liter with no compensation; Gasohol 95 and 91 receive 2.84 baht per liter compensation; E20 receives 2.26 baht per liter compensation.
Regular diesel receives 5.89 baht per liter compensation, and B20 subsidy or compensation is 11.67 baht per liter.
If exported fuel cannot be verified for refund or compensation rates, the above rates apply.
Clause 6 defines fuel in this announcement as fuel with characteristics and quality approved by the Director-General of the Department of Energy Business under the fuel trade law.
For setting rates under Clauses 3, 4, and 5, regular diesel and B20 diesel must meet characteristics and quality standards set by the Director-General. Regular diesel with biodiesel methyl ester content below the prescribed standard means diesel certified by the Department of Energy Business for quality aspects not fully meeting the set standards.
Clause 7 excludes gasoline used for ethanol blending to produce gasohol from Clauses 3, 4, and 5.
Clause 8 excludes base diesel used for blending biodiesel methyl ester to produce regular diesel under Clauses 3, 4, and 5.
This announcement is effective from 15 April 2026 onward.
