After the Cabinet approved the “Thai Chuay Thai Plus” program to overcome the crisis together, combining benefits measures, the “State Welfare Card” or the “Poor Card” and “ Half-Half Plus” under the 60/40 subsidy scheme, covering over 43 million people to ease living costs amid the crisis.

What is Thai Chuay Thai Plus?

"Thai Chuay Thai Plus: Overcome the Crisis Together" is an urgent measure to alleviate living cost burdens for over 43 million people affected by the crisis.

1. Ease living cost burdens from the crisis, focusing on those impacted by conflicts in the Middle East region.

2. Provide additional aid of 1,000 baht/month for vulnerable groups, targeting State Welfare Card holders for 4 months to meet essential living needs precisely.

3. Support the general public through a 60/40 subsidy with 1,000 baht monthly aid for 4 months via the Paotang application.

State Welfare Card or Poor Card

The State Welfare Card or Poor Card (13.18 million people) grants 1,000 baht per person per month (no registration needed) to purchase consumer goods from Blue Flag stores. The usage period is from 1 June 2026 to 30 September 2026, with details as follows.

Public Welfare Benefits

Discount on liquefied petroleum gas purchases

• 80 baht per person every 3 months

Total public transport travel allowance

• 750 baht per person per month

Public utility relief measures

• Electricity bill subsidy of 315 baht per household per month
• Water bill subsidy of 100 baht per household per month

Additional disability allowance (Cabinet resolution on 28 Jan 2020)

• An extra 200 baht per month disability allowance is provided to disabled persons holding disability ID cards and the welfare card.

“Half-Half Plus” under the 60/40 subsidy scheme

For the general public without welfare cards, 30 million people receive 1,000 baht over 4 months.

• Benefits are accessible only through the Paotang app from 25-29 May 2026.
• All must register anew. The usage period is from 1 June 2026 to 30 September 2026 (eligible stores operate from 06:00 to 23:00, payments via G-Wallet).

Eligibility criteria for registration

• Must be at least 18 years old on the registration date.
• Must hold a Thai national ID card.
• Must not be a State Welfare Card holder according to the Ministry of Finance database as of 18 May 2026.
• Must not have suspended rights or outstanding repayments from the Phase 1-5 Half-Half programs and Half-Half Plus program.

• Existing stores must accept terms between 25 May 2026 and 30 September 2026.
• New stores can register from 25 May 2026 to 31 July 2026.
