After the Cabinet approved the "Thai Help Thai Plus" project to overcome the crisis together, combining entitlements. The "State Welfare Card" or the "Poor People Card" . and "Co-Payment Plus" receiving 60/40 benefits. Covering over 43 million beneficiaries to ease the cost of living amid the crisis.

What is Thai Help Thai Plus?

"Thai Help Thai Plus: Overcome the Crisis Together" An urgent measure to alleviate living costs from the crisis for more than 43 million people.

1. Relieve cost-of-living burdens from the crisis, targeting those affected by conflicts in the Middle East region.

2. Provide additional support of 1,000 baht per month for vulnerable groups, focusing on State Welfare Card holders for 4 months to meet essential needs.

3. Support the general public through 60/40 rights, receiving 1,000 baht per month for 4 months via the Paotang application.

State Welfare Card or Poor People Card

The State Welfare Card, also known as the Poor People Card (13.18 million people), grants 1,000 baht per person per month (automatic entitlement, no registration needed) to purchase consumer goods at Blue Flag stores. The usage period is from 1 Jun 2026 to 30 Sep 2026, with details as follows.

Public Welfare Benefits

Discount amount for cooking gas purchases

  • 80 baht per person every 3 months

Total allowance for public transport fares

  • 750 baht per person per month

Utility cost relief measures

  • Electricity cost: 315 baht per household per month
  • Water cost: 100 baht per household per month

Additional disability allowance (Cabinet resolution on 28 Jan 2020)

  • An additional 200 baht per month disability allowance is given to disabled persons holding a disability ID card and the welfare card.


"Co-Payment Plus" receiving 60/40 benefits

General public group (without welfare cards), 30 million people, receive 1,000 baht for 4 months.

  • Benefits accessed only through the Paotang app, registration open from 25-29 May 2026.
  • Everyone must re-register. Usage period is from 1 Jun 2026 to 30 Sep 2026 (eligible to use at participating stores from 6 a.m. to 11 p.m., payments via G-Wallet).

Eligibility criteria for registration

  • Must be at least 18 years old on the registration date.
  • Must have a Thai national ID card.
  • Must not hold a State Welfare Card according to the Ministry of Finance database as of 18 May 2026.
  • Must not be suspended or required to refund money from Co-Payment phases 1-5 or Co-Payment Plus programs.

Paotang Stores

  • Existing stores must accept terms from 25 May 2026 to 30 Sep 2026.
  • New stores can register from 25 May 2026 to 31 Jul 2026.
  • Existing and new stores link to food delivery services from 10 Jun 2026 to 30 Sep 2026.
  • (Operating hours from 6 a.m. to 11 p.m.)

Conditions for using "Co-Payment Plus" with 60/40 benefit

  • Usage period for the Thai Help Thai Plus program at participating stores is from 6 a.m. to 11 p.m., with payments via G-Wallet.
  • Applicable to restaurants, beverage shops, general stores, and public transport services such as buses, three-wheelers, motorcycle taxis, etc.
  • Excludes massage parlors, spas, nail salons, and hair salons.
