
Thailand Help Thailand Plus 2026 updated. Latest update on who qualifies. Check conditions to join the program for merchants and citizens. Registration via the Paotang app begins on 25 May 2026.
Registration time is approaching for the "Thailand Help Thailand Plus" Together overcoming the crisis, the program aims to assist citizens affected by the energy crisis caused by regional conflicts in the Middle East, alleviating expenses and preserving citizens' purchasing power.
The Thailand Help Thailand Plus program will aid over 43 million people, divided into vulnerable groups via the State Welfare Card mechanism (13.18 million people) and the general population without the welfare card, about 30 million rights.
The general public is scheduled to register for the "Thailand Help Thailand Plus (60/40)" via the Paotang app. Registration for citizens runs from 25 to 29 May 2026, 06:00 to 22:00.
For the Thailand Help Thailand Plus (60/40) program, the government supports 60% of food, drink, goods, and specified services costs for participating citizens, to be used at merchants joining the program, with benefits as follows.
Eligibility criteria for "citizens" to join the program are as follows.
1. Must be a Thai national.
2. Must be at least 18 years old on the registration date.
3. Must hold a national ID card.
4. Must not have been suspended or required to refund under government programs such as (1) Co-Payment Scheme phases 1 through 5 and (6) Co-Payment Plus Scheme.
5. Must not hold a State Welfare Card according to the Ministry of Finance database as of 18 May 2026.
Merchants interested in joining can apply at Ministry of Interior booths with Krung Thai Bank or any Krung Thai Bank branch from 25 May to 31 July 2026. Eligibility requires being a Thai national merchant operating food, beverage, or general goods businesses, as follows.
1. Must be a Thai national operating a food, beverage, or general goods business, as follows.
(1) Operators who are not legal entities, or
(2) Blue Flag stores not legal entities, except cooperatives under the Cooperative Act B.E. 2542 (1999) and amendments, or
(3) Shops under Village or Urban Community Fund according to the National Village and Urban Community Fund Act B.E. 2547 (2004), or
(4) Community enterprise shops under the Community Enterprise Promotion Act B.E. 2548 (2005) and amendments. They must not be franchise convenience stores or operate as resellers who buy goods from others to resell and remit sales proceeds, receiving commission based on sales. Operations must be verifiable.
2. Must be a Thai national public transport operator who is not a legal entity, as follows.

4. Small legal entities limited to companies or partnerships registered under Thai law, filing corporate income tax returns (Form P.N.D. 50) and financial statements under sections 68 and 69 of the Revenue Code for 2024 accounting period,
5. Merchants must not have been suspended or required to refund under government programs including Co-Payment phases 1 through 5 and Co-Payment Plus.
Registration method for "citizens".
Registration runs from 25 to 29 May 2026 (06:00 - 22:00) until 30 million rights are reached or registration closes on 29 May 2026, whichever comes first.
1. Citizens who previously used the Co-Payment Plus program must confirm eligibility via the "Paotang" app to join the Thailand Help Thailand Plus (60/40) program.
2. Citizens who never used the Co-Payment Plus program must register to join the Thailand Help Thailand Plus (60/40) program via the "Paotang" app.
Registration method for "merchants".
1. Operators who previously joined the Co-Payment Plus program can register for Thailand Help Thailand Plus (60/40) through the "Tung Ngern" app.
2. Merchants, service operators, or public transport operators who did not join the Co-Payment Plus program can register at Krung Thai Bank branches.
3. Public mass transit operators not in the Co-Payment Plus program can register by activating the "Tung Ngern" app directly with Krung Thai Bank.
If operators in points 1 and 2 do not appear in government agency databases, they must have their business activities verified by officials assigned by the Ministry of Interior or Bangkok Metropolitan Administration, or have previously received such verification under the program.
