4. Must not have had their rights suspended or been required to repay funds in state projects by the Fiscal Policy Office, including (1) Co-Payment Project (2) Co-Payment Phase 2 (3) Co-Payment Phase 3 (4) Co-Payment Phase 4 (5) Co-Payment Phase 5 and (6) Co-Payment Plus Project
5. Must not hold a State Welfare Card according to the Ministry of Finance database as of 18 May 2026.
For State Welfare Card holders or Poor People's Card holders, they will receive a monthly aid amount of 1,000 baht for 4 months, totaling 4,000 baht. The money will be credited directly to their cards for spending at designated shops without needing to re-register.
Funds will be transferred to the State Welfare Card, which previously received 300 baht monthly but will now be increased by 700 baht to a total of 1,000 baht. However, recipients must have been in the state welfare system before 18 May 2026.
State Welfare Card or Poor People's Card holders will receive the increased amount from 1 June to 30 September 2026. The condition is that the 1,000 baht credited monthly by the program must be fully spent within that month; leftover funds cannot be carried over to the next month. After the program ends on 30 September 2026, any remaining funds on the State Welfare Card will no longer be usable.

However, the Ministry of Finance will expedite a new registration round for the state welfare system to screen according to eligibility criteria for existing cardholders. It will also coordinate with the Ministry of Interior to survey marginalized groups who were previously missed, ensuring the correct target groups aligned with current circumstances. The Ministry of Finance will promptly present the details to the Cabinet.
