Update on the progress of the project. "Thai Chuey Thai Plus" Working together to overcome the crisis, this initiative aids people affected by the energy crisis caused by the conflict in the Middle East. It eases expenses and maintains purchasing power for over 43 million people, divided into the "vulnerable group" through the State Welfare Card mechanism, or Poor Card, with 13.18 million people.

And the general public group (those without a State Welfare Card), approximately 30 million people. The general public must register to receive benefits under the "Thai Chuey Thai Plus (60/40)" program via the Paotang app. Registration is open from 25 to 29 May 2026, from 06:00 to 22:00.

Who is eligible for "Thai Chuey Thai Plus"?

The Thai Chuey Thai Plus program focuses on assisting and alleviating impacts for citizens, divided into two groups as follows.

1. State Welfare Card or Poor Card program for 2026.

Holders of the State Welfare Card or Poor Card will continue to receive state welfare benefits in fiscal year 2026, including funds for purchasing consumer goods, discounts on liquefied petroleum gas, public transport fares, and electricity and water bills, as well as additional disability allowances.

Approximately 13.18 million cardholders will receive an additional 700 baht per person per month. This is in addition to the existing 300 baht per person per month, totaling 1,000 baht per month for four months from June to September 2026. (If any balance remains in a given month, it will not roll over to the next month.)

2. Thai Chuey Thai Plus (60/40) program for the general public.

Applicants must register via the "Paotang" app, and the eligibility criteria for Thai Chuey Thai Plus (60/40) registration are as follows.

  • Must be a Thai national.
  • Must be at least 18 years old on the registration day.
  • Must have a national ID card.
  • Must not have had rights suspended or been required to repay funds under government projects such as (1) Half-Half Project phases 1 to 5 and (6) Half-Half Plus Project.
  • Must not be a State Welfare Card holder according to the Ministry of Finance database as of 18 May 2026.

State Welfare Card or Poor Card holders, about 13.18 million people, will receive benefits from Thai Chuey Thai Plus without needing to register again, with these benefits.

  • They will receive an additional 700 baht per person per month on top of the existing 300 baht per person per month.
  • Totaling 1,000 baht per month for four months.
  • From June to September 2026.
  • Money will be credited to the card for use at Thong Fah stores immediately without requiring new registration.
  • If there is any remaining balance in a month, it will not accumulate to the following month.

The condition is that recipients must have been in the state welfare system before 18 May 2026.

What benefits does the State Welfare Card update with Thai Chuey Thai Plus offer?

As mentioned, State Welfare Card holders will receive an additional 1,000 baht each month from 1 June to 30 September 2026. The monthly amount from Thai Chuey Thai Plus must be fully used within that month and cannot be saved or carried over to the next month.

When the project ends on 30 September 2026, any remaining funds on the State Welfare Card cannot be used afterward. The total 4,000 baht can be used as follows:

1. Purchase consumer goods at Thong Fah stores.

  • 300 baht per person per month.

Discount on liquefied petroleum gas purchase.

  • 80 baht per person every 3 months.

2. Public transport fare.

  • 750 baht per person per month.

3. Public utility relief measures.

  • Electricity bill: 315 baht per household per month.
  • Water bill: 100 baht per household per month.

4. Additional disability allowance (Cabinet resolution on 28 Jan 2020).

  • An extra 200 baht per month is provided to disabled persons who hold a disability ID card and the Poor Card.

Can Poor Card holders register for Thai Chuey Thai Plus?

Those who already hold State Welfare Cards or Poor Cards cannot register for the Thai Chuey Thai Plus (60/40) program because eligibility excludes those with welfare cards as per the Ministry of Finance database on 18 May 2026.

However, existing cardholders will automatically receive Thai Chuey Thai Plus benefits, with funds credited to their cards for spending at Thong Fah stores for four months during the project period, without needing to re-register. They can check their balance monthly when using the card.

The Ministry of Finance will expedite a new round of State Welfare registration to screen applicants according to established criteria for existing cardholders. Coordination with the Ministry of Interior will survey marginalized groups to ensure accurate targeting that aligns with current situations. The Ministry of Finance will promptly present details to the Cabinet.
