New State Welfare Card Registration Opens on 4 June 2026: Check Eligibility Criteria

On 2 June 2026, reports from the Government House stated that the Cabinet meeting approved the new rules and eligibility criteria for registrants in the program. "Registration for State Welfare 2026" As proposed by the Ministry of Finance,

Registration will be open from 4 to 21 June 2026, with eligibility results announced on 17 July 2026. Existing cardholders from 2022, totaling 13.19 million people, must re-verify their identity to participate in the 2026 program. New eligible recipients will start using the benefits from 1 August 2026 onward.

Basic qualifications

  • Must be a Thai national.
  • Must be at least 18 years old by the registration closing date.

Who is not eligible to register for the State Welfare Card?

Besides existing groups such as monks, novices, prisoners, and government officials, in 2026 additional groups are excluded to ensure assistance reaches truly low-income individuals as follows.

  • Students (both school and university).
  • Shareholders or directors: partners in partnerships or shareholders/directors in limited or public limited companies.
  • Security and bond holders: individuals listed in securities deposit accounts or bond holding registries.
  • Life insurance policyholders: ordinary types with annual premiums of 12,000 baht or more.
  • Tax deduction beneficiaries: fathers, mothers, children, or spouses for whom another person has claimed personal income tax deductions.

Regarding income and expense criteria for eligibility,

  • Individual income must not exceed 100,000 baht per person per year.
  • New expense criterion: expenses paid to others must not exceed 100,000 baht per person per year.

However, in 2026, the average household income will not be considered as in the 2022 program. Further updates will be provided as available.
