New Registration Channels Open for State Welfare Card 2026 Existing Beneficiaries Must Re-Register

Registration channels "State Welfare Card" new round for 2026, emphasizing that "existing groups and those previously missed" must register to receive benefits.


On 2 June 2026 GMT+7, Dr. Akniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, announced that the Cabinet has approved the registration process for the State Welfare program in 2026. This initiative aims to genuinely assist low-income citizens who meet the target criteria to receive basic government welfare benefits and improve their quality of life.

Mr. Laworan Saengsanit, Permanent Secretary of the Ministry of Finance, also stated that current State Welfare Card holders must register to confirm their eligibility under the new criteria. The summary is as follows:

Eligibility criteria for State Welfare Card registration

1. Must be a Thai national aged 18 years or older.

2. Must not be any of the following persons:

  • Monks, novices, ascetics, or clergy.
  • Prisoners, detainees, persons in state care facilities, students.
  • Government officials, state employees, or political office holders.
  • Employees, staff, or officials of state agencies earning more than 100,000 baht per year.
  • Recipients of pensions, government allowances, or monthly benefits from the state.
  • Company shareholders, board members, or partners in partnerships.
  • Persons holding stock trading accounts or bond holdings.
  • Those with ordinary life insurance policies paying premiums of 12,000 baht or more annually.
  • Individuals whose names are used for tax deduction claims as parent, spouse, or child.

3. Must have income or payments to any individual not exceeding 100,000 baht per year.

4. Must not hold a credit card.

5. Must not have combined loan credit exceeding 100,000 baht.

6. Must not have deposits or lottery holdings exceeding 100,000 baht annually.

7. Must not own real estate, or if owning real estate, it must meet the following limits:

  • Condominium units combined not exceeding 35 square meters.
  • Detached houses, townhouses, row houses, and shophouses combined not exceeding 25 square wah (100 square meters).
  • For farmers, combined land and residence not exceeding 10 rai.
  • For non-farmers, combined land and residence not exceeding 1 rai.

8. Must not own a car or other vehicles, except for motorcycles with engine capacity not exceeding 300 cc, three-wheeled cars, small four-wheeled hired cars, or agricultural vehicles, limited to one unit per type.

Registration procedures for the State Welfare Card

1. Current State Welfare Card holders must confirm their eligibility to participate in the program. Registration confirmation is open from 4 to 21 June 2026 via various channels, including:

Meanwhile, the Ministry of Interior, Bangkok Metropolitan Administration, and Pattaya City will conduct surveys of previously missed individuals based on the Basic Needs Database (JPT) from the Community Development Department or the electronic family booklet system from the Ministry of Social Development and Human Security. They will register data through the Ministry of Interior’s system for verifying those missed from State Welfare benefits. Officials from these agencies will facilitate on-site registration.

Those who pass the eligibility check but have never held a State Welfare Card before may verify their identity starting from the announcement date (17 July 2026) via the Pao Tang application and the five registration units, and can start using welfare benefits from 1 August 2026 onwards.
