
Timeline revealed "State Welfare Card" For 2026, registration opens on 4 June 2026. Check eligibility for registration and review the new conditions to see who will be excluded from benefits.
Dr. Akniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, announced that on 2 June 2026, the Cabinet approved the registration process for the State Welfare Card in 2026. This project aims to assist genuinely low-income citizens who meet the target criteria to receive basic government welfare and improve their quality of life.
The Cabinet also assigned the Ministry of Interior (MOI), Bangkok Metropolitan Administration, and Pattaya City to survey eligible individuals who have never held a State Welfare Card before, using the MOI's system for identifying those overlooked in previous welfare distributions. They will verify these individuals against the new eligibility criteria. The project timeline is as follows:
4 June - 21 June 2026: Registration and confirmation of eligibility
For existing State Welfare Card holdersThey can confirm their eligibility through five channels:
For those overlooked, data verification in the area will be conducted by the MOI.
The Ministry of Interior (MOI), Bangkok Metropolitan Administration (BMA), and Pattaya City will survey overlooked individuals based on the Basic Needs database (JPT) from the Community Development Department or the electronic family book system of the Ministry of Social Development and Human Security (MSDHS), and register the data. This will be done through the MOI's system to check for those previously missed in welfare benefits. MOI, BMA, and Pattaya officials will assist with on-site registration.

1 August 2026: First day to use benefits
1. Must be a Thai national.
2. Must be at least 18 years old.
3. Annual income or payments to any person must not exceed 100,000 baht.
4. Must not have a credit card.
5. Total loan amounts of all types must not exceed 100,000 baht.
6. Total deposits and savings bonds must not exceed 100,000 baht per year.
7. Must not own real estate or must own only the following:
8. Must not own a car or other vehicle,exceptone motorcycle up to 300 cc, one three-wheeled vehicle, one small four-wheeled hired vehicle, or one agricultural vehicle per category.
The following groups are not eligible for the 2026 State Welfare Card:
1. Monks, novices, or clergy.
2. Prisoners, detainees, or inmates.
3. Individuals residing in state shelters, students.
4. Students.
5. The following individuals:
6. Political officials under the Political Officials Act 1992.
7. Members of the House of Representatives and the Senate.
8. Partners in registered ordinary partnerships or limited partnerships and shareholders or directors in limited or public limited companies, as verified by the Department of Business Development electronic database with their national ID.
9. Individuals listed in securities deposit accounts at the Thailand Securities Depository Company Limited, per its database.
10. Individuals in the debt securities holding records per the Bank of Thailand database.
11. Life insurance policyholders who have paid premiums of 12,000 baht or more annually.
12. Parents of income earners who have claimed tax deductions for supporting their parents.
13. Legitimate children of income earners, legitimate children of the income earner's spouse, or adopted children for whom the income earner claims tax deductions.
14. Spouses of income earners for whom tax deductions are claimed.
