After the Cabinet approved the registration process for the State Welfare program for 2026, this project aims to assist genuinely low-income citizens who meet the target group criteria to receive basic government welfare and improve their quality of life.

Current holders of the State Welfare Card must re-register to confirm their eligibility to participate in the program. Registration to confirm rights is open from 4 to 21 June 2026. Meanwhile, the Cabinet has assigned the Ministry of Interior (MOI), Bangkok Metropolitan Administration, and Pattaya City to survey eligible individuals who have never held a State Welfare Card through the MOI's system for verifying those excluded from receiving state welfare rights.

Update on the eligibility criteria for the "State Welfare Card 2026".

For receiving the "State Welfare Card 2026," current cardholders must register to confirm their rights and verify eligibility under the new criteria. The summary is as follows.

1. Must be a Thai national and at least 18 years old.

2. Must not be any of the following persons.

  • Monks, novices, ascetics, or religious clergy.
  • Prisoners, detainees, individuals in state shelters, students.
  • Government officials, state employees, or political officeholders.
  • Employees or staff of government agencies earning more than 100,000 baht per year.
  • Recipients of pensions, government gratuities, or monthly allowances.
  • Shareholders, company directors, or partners in partnerships.
  • Persons with securities trading accounts or holders of debt instruments.
  • Holders of ordinary life insurance policies who pay premiums of 12,000 baht or more per year.
  • Individuals whose names have been used for income tax deductions as a parent, spouse, or child.

3. Must have income or payments to others not exceeding 100,000 baht per year.

4. Must not hold a credit card.

5. Must not have total credit loans exceeding 100,000 baht across all types.

6. Must not have total deposits or savings certificates exceeding 100,000 baht per year.

7. Must not own real estate, or if owning, must comply with the following:

  • Condominium units combined must not exceed 35 square meters.
  • Detached houses, townhouses, row houses, or shophouses combined must not exceed 25 square wah.
  • For farmers, land and residence combined must not exceed 10 rai.
  • For non-farmers, land and residence combined must not exceed 1 rai.

8. Must not own motor vehicles except for one motorcycle with engine capacity not exceeding 300 cc, one three-wheeled vehicle, one small four-wheeled vehicle for hire, or one agricultural vehicle per category.

The Cabinet has also assigned the Ministry of Interior, Bangkok, and Pattaya to survey eligible individuals who have never held a State Welfare Card via the MOI's system for verifying those excluded from state welfare rights, to check eligibility against the new criteria.

Registration for the "State Welfare Card 2026": What is the maximum income allowed?

The new round of the State Welfare Card for 2026 sets the income criteria for registrants as follows:

  • 1. Individual income must not exceed 100,000 baht per year.
  • 2. Payments made to others must not exceed 100,000 baht per person per year.

Additionally, total credit loans across all types and accounts must not exceed 100,000 baht according to the National Credit Bureau database.

Who is ineligible for the "State Welfare Card 2026"?

The State Welfare Card 2026 focuses on individual assessment, with detailed financial and asset verification to ensure welfare reaches truly low-income people. Those ineligible fall into 14 detailed categories as follows.

1. Monks, novices, ascetics, or religious clergy.

2. Prisoners, detainees, or those confined.

3. Persons residing in state care institutions.

4. Students.

5. The following groups:

  • Government officials.
  • State employees.
  • Employees, workers, staff, or officials in government agencies under Section 4 of the State Financial Discipline Act B.E. 2561 (2018) who receive direct compensation from government agencies, except those earning no more than 100,000 baht per year (calendar year).
  • Recipients of monthly gratuities.
  • Regular pensioners or government allowance recipients.

6. Political officeholders under the Political Officials Act B.E. 2535 (1992).
7. Members of the House of Representatives and the Senate.
8. Partners in registered ordinary partnerships or limited partnerships, and shareholders or directors in limited or public limited companies, as per electronic databases accessible via the Department of Business Development using national ID numbers.
9. Persons listed in securities deposit accounts with the Securities Depository Center or securities registrars, according to data from the Thailand Securities Depository Company Limited.
10. Persons listed in bond ownership registers per data from the Bank of Thailand.
11. Holders of ordinary life insurance policies with annual premiums of 12,000 baht or more.
12. Parents whose income earners have claimed them for income tax deductions as dependents.
13. Legitimate children, children of spouses, or adopted children claimed as dependents for income tax deductions.
14. Spouses claimed for income tax deduction purposes.

How to register and confirm rights for the "State Welfare Card 2026" for existing holders.

Current State Welfare Cardholders must register to confirm their rights to join the program. Registration is open from 4 to 21 June 2026 through five channels as follows.

1. The Paotang application.

2. Government applications.

4. ATM machines of Krungthai Bank Public Company Limited.

5. Five registration units: Krungthai Bank, Bank for Agriculture and Agricultural Cooperatives, Government Savings Bank, Government Housing Bank, and Islamic Bank of Thailand.

The Ministry of Interior, Bangkok Metropolitan Administration, and Pattaya City will survey those missed in the Basic Necessities Database of the Community Development Department or the electronic household registration book system of the Ministry of Social Development and Human Security. Registration data will be processed through the MOI's system for verifying those excluded from state welfare rights. Officials from MOI, Bangkok, and Pattaya will facilitate direct registration assistance in local areas.
