A reporter stated that following Cabinet approval for the 2026 State Welfare Card registration, the project aims to assist low-income citizens who genuinely meet the target criteria to receive basic state welfare and improve their quality of life. The Ministry of Finance plans to open the registration and identity verification for the welfare card from 4 to 21 June 2026.

3. Have income or payments to any individual not exceeding 100,000 baht per year.
4. No credit cards.
5. Total loan amounts from all types do not exceed 100,000 baht.
6. Total bank deposits and lottery savings do not exceed 100,000 baht per year.
7. No ownership of real estate, or ownership limited as follows:
8. No ownership of vehicles except for one motorcycle up to 300 cc, one three-wheeler, one small four-wheeler for hire, or one agricultural vehicle.

The Cabinet has assigned the Ministry of Interior, Bangkok, and Pattaya City to survey eligible persons who have never held a welfare card through the Ministry’s system for reviewing missed welfare rights, to verify eligibility under the new criteria.
Existing State Welfare Cardholders (current beneficiaries) wishing to join the new registration round must "confirm their rights by registering again." This is to verify eligibility under the new criteria. The project provides five channels for this:
1. Via the "Pao Tang" mobile application. "Pao Tang"
2. Via the "Tang Rat" mobile application. "Tang Rat"

4. Through Krungthai Bank ATM machines.
5. Register in person at registration units in five banks:

The Ministry of Finance has specified five channels for confirming registration, allowing applicants to choose any one convenient option:
1.For registration via the Pao Tang app:Applicants confirm rights by accessing the Pao Tang app and selecting the banner “State Welfare Card Registration Project 2026” Accept the terms and conditions and press “Register” to complete the registration process.
2.For registration confirmation via the Tang Rat app:
2.1) Log in to the Tang Rat app.
2.2) Select the service and search for “State Welfare Card Registration System”
2.3) The system will display ID card information for verification. Enter a contact phone number, then proceed and save the data.
2.4) The system will show registration terms and conditions to read and acknowledge, then click “Confirm” 2.5) The system will display the message “Registration confirmation completed.”
3. For confirmation via the official project website, steps are:

3.2) Click the “Start Registration” button on the main page.
3.3) Verify identity by either method: Method 1 using the ThaiD app, or Method 2 by entering ID number, full name, date of birth, and Laser ID code on the ID card.
3.4) Enter a contact phone number and accept the project's terms and conditions. 3.5) Click “Confirm”
to complete registration. The system will show the message “Registration confirmation completed.” 4. For registration via Krungthai Bank ATM: 4.1) Start by touching the screen to select desired service.
4.2) Select
“Identity Verification/Welfare Rights”
and “2026 State Welfare Card Registration” 4.3) Insert ID card into the ATM card slot. 4.4) The screen will display the consent agreement for the registrant.
4.5) The screen will show registrant's information to verify, then press
“Confirm”
or “Agree” 4.6) The screen prompts for entering a “Contact phone number”
4.7) After pressing “Next”
or “Agree” a message will appear: “The bank has successfully received the registrant's information.” This completes the registration process. 5. For registration in person at designated bank branches:

5.3) Enter a contact phone number and press “Save Data.”
5.4) The system will show registration terms and conditions to read and acknowledge, then click “Confirm.” The system will display “Registration confirmation completed.”

However,for persons with disabilities, elderly, bedridden patients, or those unable to personally register for rights review via the five Ministry of Finance channels, such as those in remote areas or hospitalized, proxy registration is allowed with the following documents:
1. Power of attorney letter, downloadable from the project website. 2. Copy of ID card of the registrant (grantor), certified with signature. 3. Copy of ID card of the proxy, certified with signature.
4. Copy of disability ID card (if any) or medical certificate (if any).
