State Welfare Card Registration 2026 Opens for Existing Cardholders Through Five Channels

State Welfare Card 2026 Registration for existing State Welfare Cardholders to re-register for the new round opened today through five channels.


On 4 June 2026 GMT+7, reporters stated that the 2026 State Welfare Card registration program has opened for existing cardholders (previously eligible individuals) who wish to participate in the new registration round. Registration is open from today until 21 June 2026 GMT+7.

The program aims to assist low-income people who truly meet the target criteria to receive basic government welfare rights and improve their quality of life.

How to re-register for existing State Welfare Cardholders through five channels.

The Ministry of Finance has specified five channels for confirming registration in the new round. Applicants can choose the most convenient single channel to confirm registration as follows.

1. For registration via the "Pao Tang" application: registrants confirm eligibility through the Pao Tang app, select the "2026 State Welfare Card Registration Project" banner, accept the registration conditions, and press the "Register" button to confirm eligibility, completing the registration process.

2. For registration confirmation via the "Thang Rat" application:

  • Registrants log in to the Thang Rat app successfully.
  • Select the service and search for "State Welfare Card Registration System."
  • The system displays personal ID card data for verification. Registrants check their details and provide a contact phone number, then press next and save the data.
  • The system shows the registration terms and conditions. Registrants read and acknowledge these at the end of the form, then click "Confirm." The system displays "Registration confirmation successful."

3. For registration confirmation via the project's official website, follow these steps:

  • Registrants access the project's official website via URLhttps://บัตรสวัสดิการแห่งรัฐ.mof.go.thorhttps://welfare.mof.go.th
  • Click the "Start Registration" button on the main screen.
  • Verify identity by one of two methods: Method 1 uses the ThaID application; Method 2 requires entering personal ID number, full name, date of birth, and Laser ID code from the ID card's back.
  • Enter a "contact phone number" and accept the project's terms and conditions.
  • Press the "Confirm" button to register. The system will display "Registration confirmation successful."

4. For registration via Krungthai Bank ATM machines:

  • Start by touching the screen to select the desired service.
  • Choose "Identity/benefit verification" and then "2026 State Welfare Card Registration."
  • Insert the ID card into the ATM's card slot.
  • The screen will display the registrant's consent agreement.
  • The screen will show the registrant's data for verification. The registrant presses "Confirm" or "OK."
  • The screen prompts the registrant to enter a "contact phone number."
  • After pressing "Next" or "OK," a message appears: "Bank has received your registration information successfully," completing the registration.

5. For in-person registration at registration units of five banks: BAAC, Government Savings Bank, Krungthai Bank, Government Housing Bank, or the Treasury Department (open during each bank's working days and hours at respective branches).

  • Present the ID card to bank staff for data reading via Smart Card Reader.
  • The system will display name, surname, and date of birth for verification.
  • Enter a "contact phone number" and press "Save Data."
  • The system will show registration terms and conditions for the registrant to read and acknowledge at the form's end, then click "Confirm." The system displays "Registration confirmation successful."

Which registration channels are available for people without previous State Welfare Cards?

The 2026 State Welfare Card registration program defines two target groups:

1. Existing State Welfare Cardholders who must re-register to confirm eligibility through the five channels set by the Ministry of Finance.

2. Those missed in prior rounds according to the Basic Needs Database (BNDB) from the Community Development Department or the Electronic Family Book (MSO-LOGBOOK) from the Ministry of Social Development and Human Security. As of 29 May 2026, the Ministry of Interior, Bangkok Metropolitan Administration, and Pattaya City will facilitate onsite registration and data collection for those missed, forwarding the data to the Ministry of Finance for eligibility verification.

After eligibility results are announced, can existing cardholders continue to use their State Welfare Cards?

Existing State Welfare Cardholders do not need to re-verify identity (e-KYC) and can continue using their welfare benefits. However, new cardholders or those with authorized representatives must complete identity verification (e-KYC) starting from 17 July 2026 to receive welfare benefits. This can be done in two ways:

1. e-KYC verification via the Pao Tang application (activating G-Wallet). Those wishing to use benefits through this app must complete the e-KYC process as required beforehand.

2. At registration units of five banks: Krungthai Bank (17 July 2026 – 12 January 2027), BAAC, Government Savings Bank, Government Housing Bank, and Treasury Department (17 July – 14 October 2026), open during normal business days and hours at each bank branch.

What welfare benefits are available with the new State Welfare Card registration?

The welfare benefits remain the same, providing relief for living expenses such as essential consumables from local economy-supporting Blue Flag stores, transportation costs, cooking gas, electricity, and water bills, detailed as follows.

1. A monthly credit of 300 baht per person for essential consumable goods, educational materials, and agricultural raw materials from Blue Flag stores and others designated by the Ministry of Commerce.

2. A cooking gas purchase discount credit of 80 baht per person every three months from authorized retailers designated by the Ministry of Energy.

3. A monthly transport credit of 750 baht per person for public transportation covering eight types:

  • Bangkok Mass Transit Authority (BMTA) buses.
  • Transport Company Limited (BorKorSor) buses.
  • Mass transit systems including Bangkok Mass Transit System Public Company Limited (BTS), Metropolitan Rapid Transit (MRT), and the Eastern High-Speed Rail linking three airports.
  • Trains.
  • Private buses affiliated with BMTA, private buses, and Bangkok Metropolitan Administration vehicles.
  • Private buses affiliated with BorKorSor and other private buses.
  • Contracted songthaew (shared taxis).
  • Public passenger boats.

4. Electricity cost relief: a monthly subsidy of 315 baht per household. If electricity usage exceeds the specified amount, the cardholder covers the full cost.

5. Water bill relief: a monthly subsidy of 100 baht per household. If water usage exceeds 100 baht but is not more than 315 baht, cardholders receive the 100 baht subsidy and pay the remainder. If usage exceeds 315 baht, cardholders bear the full cost.
