2026 State Welfare Registration Project. Registration is open for existing State Welfare Cardholders (previously eligible individuals) wishing to participate in the new registration round. They can confirm their eligibility from today, 4 June 2026, until 21 June 2026.

Qualifications and criteria for consideration under the 2026 State Welfare Card registration project.

1. Must be a Thai national.

2. Must be at least 18 years old by the registration closing date.

3. Must not be any of the following persons:

  • Monks, novices, hermits, or religious ascetics.
  • Prisoners, detainees, or those under custody.
  • Individuals residing in state welfare institutions.
  • Students or pupils.
  • Civil servants, government employees, staff, workers, officials, or operators in state agencies under Section 4 of the State Fiscal Discipline Act 2018 who receive direct remuneration from the government, except those earning no more than 100,000 baht per year (calendar year), pensioners, monthly allowance recipients, or retirees receiving a pension from government agencies.
  • Political officials under the Political Officials Act 1992.
  • Members of the House of Representatives and the Senate.
  • Partners in registered ordinary partnerships or limited partnerships, and shareholders or directors in limited companies or public limited companies, as per electronic database verifiable by the Department of Business Development's citizen ID numbers.
  • Persons listed in securities deposit accounts held with the Securities Depository Center or custodians, based on data from the Thailand Securities Depository Company Limited.
  • Persons listed in bondholder registers based on data from the Bank of Thailand.
  • Life insurance policyholders who have paid annual premiums of 12,000 baht or more.
  • Parents of income earners who have claimed tax deductions for supporting their parents.
  • Legitimate children of income earners, legitimate children of their spouse, or adopted children for whom tax deductions have been claimed.
  • Spouses of income earners for whom tax deductions have been claimed.

4. Must have an annual income not exceeding 100,000 baht per person.

5. Must have expenses for supporting others not exceeding 100,000 baht per person per year.

6. Must have no financial assets or financial assets valued at no more than 100,000 baht in total. Financial assets include:

  • Deposits in commercial banks, finance companies, or specialized financial institutions such as Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives, Government Housing Bank, and Islamic Bank of Thailand.
  • Savings bonds from the Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives, and Government Housing Bank.

7. Must have no credit lines or total credit lines across all debts and accounts not exceeding 100,000 baht, according to credit data from the National Credit Bureau Company Limited.

8. Must not own real estate or must own or hold real estate within the following criteria:

  • Ownership of condominium units combined in all locations must not exceed 35 square meters.
  • For farmers: Ownership of land used as detached houses, townhouses, row houses, and shophouses combined must not exceed 25 square wah; ownership and possession of land within agricultural land reform zones combined with the above must not exceed 10 rai.
  • For non-farmers: Ownership of land used as detached houses, townhouses, row houses, and shophouses combined must not exceed 25 square wah; combined total land ownership must not exceed 1 rai.

9. Must not have any credit cards.

10. Must not own vehicles, except ownership of motorcycles with engines not exceeding 300 cc, three-wheeled vehicles, small four-wheeled taxis, or agricultural vehicles as per the Motor Vehicle Act, limited to one vehicle per type.

The databases used for eligibility verification will be based on the data as of the date determined by the committee.

How to register via the "Paotang" application.

  • Registrants confirm their eligibility through the Paotang application.
  • Select the banner. "2026 State Welfare Registration Project." Accept the registration terms and conditions.
  • Press the button. "Register." This completes the eligibility confirmation registration process.

How to confirm registration via the "Thang Rath" application.

  • Registrants log in to the Thang Rath application.
  • Select services and search for. "State Welfare Registration System."
  • The system will display personal data according to the national ID card. Registrants verify the information and provide a contact phone number, then press next and save the data.
  • The system will display the registration terms and conditions for the registrant to read and acknowledge at the end of the form, then click. "Confirm." The system will display the message. "Registration confirmation completed."

How to confirm registration through the main project website.

  • Press the button. "Confirm." Upon registration, the system will display the message. "Registration confirmation completed."

What welfare benefits will be granted in the new registration round of the "State Welfare Card"?

The welfare benefits remain the same, providing support to reduce living costs including essential goods from Blue Flag Economical Price Shops (Blue Flag shops), transportation costs, liquefied petroleum gas, electricity, and water bills, detailed as follows.

1. A monthly allowance of 300 baht per person for purchasing necessary consumer goods, educational materials, and agricultural raw materials from Blue Flag shops and other stores designated by the Ministry of Commerce.

2. A discount allowance of 80 baht per person every 3 months for liquefied petroleum gas purchases from stores designated by the Ministry of Energy.

3. A monthly transportation allowance of 750 baht per person for public transport, usable on eight types of transport systems:

  • Bangkok Mass Transit Authority (BMTA) buses.
  • Transport Company Limited (BorKorSor) buses.
  • Electric trains including Bangkok Mass Transit System (BTS), Metropolitan Rapid Transit (MRT), and the Eastern High-Speed Rail linking three airports.
  • Trains.
  • Private buses cooperating with BMTA, private buses, and Bangkok Metropolitan Administration officials.
  • Private buses cooperating with BorKorSor and other private buses.
  • Hireable songthaews (two-row pickup trucks).
  • Public passenger boats.

4. Electricity cost relief: a subsidy of 315 baht per household per month. If electricity consumption exceeds the specified limit, the welfare cardholder will pay the full electricity cost.

5. Water bill relief: a subsidy of 100 baht per household per month. If water usage exceeds 100 baht but does not exceed 315 baht, the welfare cardholder will receive a 100 baht subsidy and pay the remainder. If usage exceeds 315 baht, the welfare cardholder will bear the full water cost.
