The 2026 State Welfare Registration Project Its purpose is to assist truly eligible low-income citizens to receive basic government welfare rights and improve their quality of life. Registration opened on 4 June 2026 and will continue until 21 June 2026.
The urgency for this registration arises because current State Welfare Cardholders registered back in 2022, and some target groups were missed and could not join the previous round.
Therefore, to urgently address the exclusion of low-income individuals from receiving the State Welfare Card (Exclusion Error) and to identify the correct target groups aligned with current circumstances, the project must proceed promptly alongside the Thai Help Thai Plus program. Running both simultaneously helps all target groups amid rising energy prices and increased living costs.
Existing State Welfare Cardholders (current eligible persons) who wish to participate in the new registration round must "confirm their rights through registration." To verify eligibility under new criteria, the project provides five registration channels:
1. Through the "Pao Tang" application.
2. Through the "Thang Rat" application.

5. Register in person at registration units of five banks:

Existing State Welfare Cardholders (current eligible persons) who do not have a mobile phone or smartphone can register via three channels: the project's main website, Krungthai Bank ATM machines, or in person at the five designated banks. The steps are as follows.

2. Click the "Start Registration" button displayed on the main screen.
3. Verify identity by two methods: Method 1 uses the ThaID application; Method 2 requires entering the ID card number, full name, date of birth, and Laser ID code on the back of the ID card.
4. Enter a "contact phone number" and accept the project's terms and conditions.
5. Click the "Confirm" button. The system will display the message "Registration confirmed successfully."
1. Begin registration by touching the screen to select the desired service.
2. Choose the services “Identity/Benefit Confirmation” and “2026 State Welfare Registration.”
3. Insert the ID card into the ATM's card slot.
4. The screen will display the registrant's consent agreement.
5. The screen will show the registrant's information for verification; the registrant presses “Confirm” or “Agree.”
6. The screen prompts the registrant to enter a "contact phone number."
7. After pressing "Next" or "Agree," a message appears: "The bank has successfully received the registrant's information," concluding the registration process.
If registering in person at registration units of the five banks (BAAC, Government Savings Bank, Krungthai Bank, GHB, or IBT) — each operating during their business days and hours at each branch:
1. Present the ID card to bank staff to read the information via a Smart Card Reader.
2. The system will display name and date of birth for verification.
3. Enter a "contact phone number" and press "Save Data."
4. The system will show registration terms and conditions for the registrant to read and acknowledge at the end of the form, then click "Confirm." The system displays "Registration confirmed successfully."

The 2026 State Welfare Registration Project targets two groups:
If existing State Welfare Cardholders cannot confirm registration by themselves through the five channels defined by the Ministry of Finance, they may authorize a representative to register on their behalf, with the following required documents:
1. A power of attorney letter (for disabled persons, bedridden patients, or elderly unable to travel to register personally), downloadable from the project website or (click here).
2. A copy of the registrant’s ID card (the principal) with a certified true signature.
3. A copy of the authorized representative’s ID card with a certified true signature.
4. A copy of a disability card (if available) or medical certificate (if available).
