Here are the answers on how new applicants can register for the State Welfare Card 2026, when the results will be announced, and the requirement to verify identity (e-KYC) through specified channels if granted the benefit.

The State Welfare Card registration project for the year 2026 allows existing cardholders (previous beneficiaries) who wish to participate in the new registration round to confirm their eligibility from today, 4 June 2026, until 21 June 2026.

Qualifications and criteria used to evaluate eligibility for the State Welfare Card registration project 2026.

1. Must be a Thai national.

2. Must be at least 18 years old on the registration closing date.

3. Must not be any of the following persons:

  • Monks, novice monks, ascetics, or other religious practitioners.
  • Prisoners, detainees, or those under legal detention.
  • Persons residing in state-run welfare institutions.
  • Students or pupils.
  • Civil servants, government employees, officials, staff, or workers in government agencies under Section 4 of the State Financial Discipline Act B.E. 2561 (2018) who receive direct compensation from the government, except those earning no more than 100,000 baht annually (calendar year), pension recipients, or those receiving regular government pensions or allowances.
  • Political officeholders under the Political Officials Act B.E. 2535 (1992).
  • Members of the House of Representatives and the Senate.
  • Partners in registered ordinary partnerships or limited partnerships, and shareholders or directors in limited companies or public limited companies, according to electronic databases verifiable by the Department of Business Development's citizen ID system.
  • Individuals listed in securities deposit accounts held with the Securities Depository Center or custodians, based on data from the Thailand Securities Depository Company Limited.
  • Persons recorded in bond holding registries according to the Bank of Thailand's database.
  • Life insurance policyholders who have paid premiums of 12,000 baht or more per year.
  • Parents of income earners who have claimed tax deductions for supporting their parents.
  • Legitimate children of income earners, legitimate children of the income earner's spouse, or adopted children for whom the income earner has claimed tax deductions.
  • Spouses of income earners for whom tax deductions have been claimed.

4. Must have an annual income not exceeding 100,000 baht per person.

5. Must have annual expenses for supporting others not exceeding 100,000 baht per person.

6. Must have no financial assets or have financial assets totaling no more than 100,000 baht. Financial assets include:

  • Bank deposits in commercial banks, finance companies, or specialized financial institutions such as the Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives, Government Housing Bank, and Islamic Bank of Thailand.
  • Savings bonds from the Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives, and Government Housing Bank.

7. Must not have any credit lines, or have total credit limits across all debts and accounts not exceeding 100,000 baht, according to the credit database of the National Credit Bureau Company Limited.

8. Must not own real estate or must own or hold real estate according to the following criteria:

  • Ownership of condominium units totaling no more than 35 square meters across all units.
  • For farmers: ownership of land used as a detached house, townhouse, row house, or shophouse totaling no more than 25 square wah, and ownership and possession of land within agricultural reform areas totaling no more than 10 rai combined with the previous criterion.
  • For non-farmers: ownership of land used as a detached house, townhouse, row house, or shophouse totaling no more than 25 square wah, and total land ownership combined with the previous criterion not exceeding 1 rai.

9. Must not hold a credit card.

10. Must not own motor vehicles, except ownership of motorcycles with engine displacement not exceeding 300 cc, three-wheeled vehicles, small four-wheeled passenger vehicles for hire, or agricultural vehicles, limited to one vehicle per type, as defined by motor vehicle law.

The databases used to verify eligibility will be those current on the date specified by the committee.

Meanwhile, new applicants for the 2026 State Welfare Card who have never received benefits before do not need to visit state banks or register through various channels like existing cardholders. However, those who were previously overlooked or wish to register as new applicants for the 2026 State Welfare Card, the Ministry of Interior, Bangkok Metropolitan Administration, and Pattaya City will assist in surveying and registering individuals without the State Welfare Card through the Ministry of Interior's system for checking those left out from the card distribution, from 4 to 21 June 2026.

Announcement of registration results for new applicants of the State Welfare Card 2026.

The results of the 2026 State Welfare Card registration will be announced on 17 July 2026 via the Paotang app, government apps, the project website, and registration units at the five banks.

If granted eligibility for the 2026 State Welfare Card registration,

  • identity verification (e-KYC) must be completed between 17 July 2026 and 12 January 2027.
    - Existing cardholders are not required to verify their identity.
    - New cardholders must verify their identity through the Paotang app and registration units at the five banks.
    - For authorized representatives using the card, both existing and new cardholders must verify identity at registration units at the five banks.

Benefits can be used starting from 1 August 2026, with appeals processed from 1 October 2026 onward.

For those not granted eligibility in the 2026 State Welfare Card registration,

appeals can be submitted from 17 to 31 July 2026 via the Paotang app, government apps, the project website, and registration units at the five banks. Documentation can be corrected until 16 August 2026.
