
Detailed instructions on how to appeal if your 2026 State Welfare Card (Poor People's Card) is disqualified from using your name for tax deduction throughhttps://welfare.mof.go.th/within 15 days after learning your registration results.
The 2026 State Welfare Registration Project has opened registration confirmation for eligible citizens who can receive government assistance to reduce living expenses and build stable, equal lives. Registration is open daily from 06:00 to 23:00 until 21 June 2026.
Existing State Welfare Card holders who wish to join the new registration round must "confirm their eligibility" to verify qualifications under the new criteria. The project offers five registration channels:
1. Via the "Paotang" application.
2. Via the "Thang Rat" application.

5. Total credit limits across all loans must not exceed 100,000 baht.

The Cabinet has assigned the Ministry of Interior, Bangkok, and Pattaya City to survey eligible persons without prior State Welfare Cards through the Ministry's data check system to verify eligibility under the new criteria.
Thai nationals aged at least 18 years old by the registration closing date (born on or before 22 June 2008) are eligible to register.
The new round of the State Welfare Card project will announce eligibility results on 17 July 2026. Benefits can be used starting 1 August 2026 after identity confirmation. New registrants who verify their identity after 1 August can use benefits from their verification date.
Current recipients of the Thai Chua Thai Plus (60/40) program who pass eligibility checks will receive the State Welfare Card benefits instead of Thai Chua Thai Plus.
Those persons should promptly confirm their identity through the Paotang app to receive State Welfare Card benefits from the announcement date (17 July 2026). Benefits start on 1 August 2026. Failure to confirm by 1 August will result in loss of Thai Chua Thai Plus (60/40) benefits.
However, there is another wave ofcriticismregarding the adjustment of eligibility criteria for the new 2026 round of the Poor People's Card (State Welfare Card) after the Ministry of Finance announced the exclusion criteria. "Those whose names have been used for tax deduction rights as father, mother, spouse, or child will be disqualified immediately." ."
From the government's perspective, this effort aims to close loopholes to ensure tax money reaches "truly needy poor people without support." It also prepares the database for future implementation of a Negative Income Tax system. But from the public’s view, especially lower-middle-class taxpayers, the question arises whether the government’s definition of "poverty" is accurate or detached from reality.
However, Mr. Winij Wisesuwanphum, Director of the Fiscal Policy Office and spokesperson for the Ministry of Finance,saidthat the disqualification of parents whose names are used by their children for personal income tax deductions is based on the principle that such parents still have children to support. The aim is to assist those without anyone to care for them or those truly in need. This exclusion criterion cannot be reviewed because it is a Cabinet resolution. However, parents whose names are used but who do not financially support their children can appeal after the results are announced on 17 July for individual case review.
The Ministry of Finance spokesperson also said that for those disqualified in this screening round, the ministry is considering proposing to the Cabinet to open registration for the "Thai Chua Thai Plus" 60/40 program under a remaining quota of 3.9 million rights. Additionally, other cost-of-living relief measures are under consideration, excluding the "elderly allowance" already granted under previous rights.
After the eligibility results are announced, if a registrant "does not pass the eligibility check" according to the project’s criteria and wishes to have their data re-verified, they can appeal the eligibility result within 15 days from the announcement date.
