How to register for the 2026 State Welfare Card (Poor People's Card) and confirm eligibility to participate through 5 channels from 4 to 21 June 2026 GMT+7.


After the Cabinet approved the registration for the 2026 State Welfare Card program, this initiative aims to genuinely assist low-income citizens who meet the target criteria by providing them with basic government welfare rights and improving their quality of life.

Current holders of the State Welfare Card or Poor People's Card must confirm their eligibility to participate in the program. Registration confirmation is open from 4 to 21 June 2026 GMT+7 through five different channels as follows.

1. Registration method via the "Paotang" application.

  • Applicants confirm their eligibility through the Paotang application.
  • Select the banner "2026 State Welfare Card Registration Program." Accept the registration terms and conditions.
  • Press the "Register" button. to complete the eligibility confirmation and finish the registration process.

2. Eligibility confirmation method via the "Thang Rath" application.

  • Applicants log in to the Thang Rath application.
  • Select Services and search for "State Welfare Registration System."
  • The system will display information based on the ID card. Applicants must verify the information and provide a contact phone number, then proceed to the next step and save the data.
  • The system will show the terms and conditions for registration. Applicants should read and acknowledge the conditions at the end of the form, then click "Confirm." The system will display the message "Registration confirmation completed."

3. Eligibility confirmation method via the project's official website.

  • Applicants visit the project's official website via the URLhttps://บัตรสวัสดิการแห่งรัฐ.mof.go.thorhttps://welfare.mof.go.th
  • Click the "Start Registration" button displayed on the main screen.
  • Identity verification can be done in two ways: Method 1 using the ThaID application; Method 2 by entering the ID number, full name, date of birth, and the Laser ID code on the back of the ID card.
  • Enter "contact phone number" and accept the program's terms and conditions.
  • Click the "Confirm" button. Upon registration, the system will display the message "Registration confirmation completed."

4. Eligibility confirmation method via ATMs of Krungthai Bank Public Company Limited (Krungthai Bank).

  • Go to a Krungthai Bank ATM between 06:00 and 23:00.
  • Touch the screen and select “Identity Confirmation/Welfare Rights.”
  • Select “2026 State Welfare Registration.”
  • Insert your ID card (chip side up) into the ID confirmation slot and press “Next.”
  • Enter the registered phone number.
  • Verify the registration information, and if correct, press “Confirm.”
  • Read and understand the key points of the program and the registrant's consent agreement, then press “Acknowledge and Consent.”
  • Wait for the system to process and retrieve your ID card.

5. Registration at five designated registration units.

  • Krungthai Bank
  • Bank for Agriculture and Agricultural Cooperatives
  • Government Savings Bank
  • Government Housing Bank
  • Islamic Bank of Thailand



New registration round for the "State Welfare Card" - What welfare benefits will be provided?

The welfare benefits remain the same, providing support to alleviate living expenses, including essential consumer goods from the Blue Flag discount stores that promote local economies, travel expenses, cooking gas, electricity, and water bills with the following details:

1. A monthly allowance of 300 baht per person for essential consumer goods, educational supplies, and agricultural raw materials from Blue Flag stores and other stores designated by the Ministry of Commerce.

2. A discount allowance of 80 baht per person every 3 months for cooking gas purchases from stores designated by the Ministry of Energy.

3. A monthly travel allowance of 750 baht per person for public transportation, which can be used on eight types of transport systems:

  • Bangkok Mass Transit Authority (BMTA) buses.
  • Transport Company Limited buses (BorKorSor).
  • Bangkok Mass Transit System Public Company Limited (BTS Skytrain), Metropolitan Rapid Transit (MRT), and the Eastern High-Speed Rail linking three airports.
  • Trains.
  • Private buses affiliated with BMTA, private buses, and Bangkok Metropolitan Administration vehicles.
  • Private buses affiliated with BorKorSor and other private buses.
  • Songthaew (shared taxis).
  • Public passenger boats.

4. Electricity cost relief measure: a subsidy of 315 baht per household per month. If electricity usage exceeds the specified limit, the welfare cardholder is responsible for the full electricity bill.

5. Water bill relief measure: a subsidy of 100 baht per household per month. If water usage exceeds 100 baht but does not exceed 315 baht, the welfare cardholder receives support of 100 baht and must pay the excess themselves. If usage exceeds 315 baht, the cardholder is responsible for the entire water bill.
