Following the 2026 State Welfare Card registration project, which allows eligible citizens to receive government assistance to reduce living expenses and promote equal and sustainable security, registration confirmation is open through five channels from 06:00 to 23:00 until 21 June 2026.
The Department of Provincial Administration has launched the system on the websitehttps://web-app.bora.dopa.go.th/welfare/loginor via QR Code, using ThaiD for access. "For the overlooked groups" These citizens can register on their own. Those who cannot use this channel are asked to wait for Ministry of Interior officers who will arrange visits to their local areas or homes, as well as assist existing State Welfare Card holders in identity verification. The detailed steps are as follows.
On 2 June 2026, the Cabinet approved the 2026 registration project targeting: 1. Current cardholders, and 2. Non-cardholders who are marginalized or overlooked according to the Basic Needs Database (JPT) of the Ministry of Interior's Community Development Department or the electronic family logbook system (MSO-LOGBOOK) of the Ministry of Social Development and Human Security.
Eligibility can be checked via the "2026 State Welfare Card Registration Project" website at https://welfare.mof.go.th as follows.
For citizens who have never had a State Welfare Card before and are listed as overlooked in the eligibility list, they can register for the 2026 State Welfare Card and apply for benefits themselves via the website "System for Checking Results of State Welfare Benefits Survey" Following these steps:
1. Visit the websitehttps://web-app.bora.dopa.go.th/welfare/login
2. Click the "Apply for benefits yourself" button
3. A QR Code will appear on the screen; open the ThaiD app and scan it to log in
4. The system will prompt identity confirmation; click "Consent"
5. The website will display the data verification results
6. If unable to apply for registration, a message will state "No access rights found (you are neither an official nor in the target group required to register for benefits). If you wish to register additionally, please contact your subdistrict head, village chief, community leader, municipality, district office, or Pattaya city officials listed in the household registration."
If someone who has never held a State Welfare Card checks and finds they are eligible and listed among the overlooked groups according to the Basic Needs Database (JPT) of the Community Development Department or the MSO-LOGBOOK system of the Ministry of Social Development and Human Security as of 29 May 2026 but did not apply by clicking "Apply for benefits yourself" via the websitehttps://web-app.bora.dopa.go.th/welfare/login
The Ministry of Interior, Bangkok Metropolitan Administration, and Pattaya City will conduct field visits to assist with registration and collect data of those overlooked, forwarding information to the Ministry of Finance for further eligibility verification.
However, those not listed as eligible can still access other government welfare assistance through the Ministry of Social Development and Human Security, with further inquiries available at the hotline 1300.
