
The Social Security Office clarifies the facts concerning cases where HIV-positive insured persons did not receive the full supply of antiretroviral medication from healthcare facilities.
On 11 June 2026, Ms. Kanjana Phulkaew, Secretary-General of the Social Security Office, explained that reports circulating on social media about HIV-positive insured persons facing issues receiving their full antiretroviral medication supply from contracted healthcare providers, causing multiple trips to collect medicine, are being addressed.
The Social Security Office affirms that antiretroviral drugs procured through the Government Pharmaceutical Organization for the Social Security Scheme and distributed to contracted healthcare facilities are not in short supply. The Government Pharmaceutical Organization continues to deliver medications as usual.
An investigation revealed that the problem arose from internal management difficulties at the healthcare facility, specifically a shortage of staff responsible for recording medication usage data required to process antiretroviral drug claims through the system. This led to some insured persons being affected in their service access.
The Social Security Office has instructed the healthcare facility to update medication usage records in the system promptly and to urgently coordinate with affected insured persons to receive their complete antiretroviral medication as previously provided. Should similar complaints about contracted facilities recur, the Social Security Office will consider contract enforcement actions, potentially affecting the facility’s participation in the scheme.
During the subcommittee meeting on the development and monitoring of medication access under the Social Security Scheme held on Wednesday, 10 June 2026, it was recommended that the Social Security Office collaborate with the Government Pharmaceutical Organization to proactively develop monitoring mechanisms for HIV antiretroviral medication management. This would use dispensing and patient data to detect irregularities in drug claims by healthcare providers. Facilities failing to dispense medication within appropriate timeframes must be investigated and problems promptly resolved to protect insured persons’ rights.
The Social Security Office reaffirms its commitment to closely oversee medical services for insured persons to ensure continuous, equitable, and quality healthcare in accordance with established standards. It will take corrective actions and preventive measures to avoid such impacts on insured persons in the future.
