Announcement of the “State Welfare Card,” also known as the Poor People's Card. On 17 July 2026, check exactly when benefits start and what welfare services are provided.


Progress update. The 2026 State Welfare Registration Project. After opening registration from 4 to 21 June 2026 for existing State Welfare Card holders and target groups who were previously excluded to apply for basic government welfare rights and improve quality of life.

Four channels to announce eligibility results for the “State Welfare Card 2026”.

The eligibility results will be announced on 17 July 2026 from 6:00 a.m. onwards via the following four channels.

1. Through the “Paotang” application.

2. Through the “Thang Rat” application.

4. Registration units at five banks (operating during each bank's business hours and branches) including:

  • Bank for Agriculture and Agricultural Cooperatives (BAAC).
  • Government Savings Bank.
  • Krung Thai Bank Public Company Limited (Krung Thai Bank).
  • Government Housing Bank (GHB).
  • Islamic Bank of Thailand (IBT).


When does the 2026 State Welfare Card start to provide benefits?

Those who pass the eligibility check can start using benefits from 1 August 2026, divided into two cases as follows.

Case: Eligible recipients.

Identity verification (e-KYC) from 17 July 2026 to 12 January 2027.

  • Existing State Welfare Card holders do not need to verify their identity.
  • All new cardholders must verify their identity via the “Paotang” app and at registration units in the five banks.
  • In cases of authorized use, both existing and new cardholders must verify identity at the five bank registration units.

Case: Ineligible recipients.

  • Appeals can be submitted from 17 to 31 July 2026 via the “Paotang” app, “Thang Rat” app, the project website, and the five bank registration units. Document corrections can be made until 16 August 2026.
  • Appeal results will be announced on 14 September 2026 on the project website “บัตรสวัสดิการแห่งรัฐ.mof.go.th” and the “Paotang” app.

Those approved will start using benefits from 1 August 2026, and those approved after appeal from 1 October 2026 onwards.

Those who pass eligibility and complete identity verification will receive the following benefits.

1. A fund of 300 baht per person per month for purchasing essential consumer goods, educational materials, and agricultural inputs from local economic development stores and others designated by the Ministry of Commerce.

2. A discount fund of 80 baht per person per three months for purchasing cooking gas from stores designated by the Ministry of Energy.

3. A fund of 750 baht per person per month for public transportation fares, usable on eight types of transport including:

  • Bangkok Mass Transit Authority (BMTA) buses.
  • Transport Company Limited (BorKorSor) buses.
  • Electric trains operated by Bangkok Mass Transit System Public Company Limited (BTS), Metropolitan Rapid Transit (MRT), and the Eastern High-Speed Rail linking three airports.
  • Trains.
  • Private buses affiliated with BMTA, private buses, and Bangkok Metropolitan Administration vehicles.
  • Private buses affiliated with BorKorSor and other private buses.
  • Songthaews (shared taxis).
  • Public passenger boats, with no limit on the amount depending on vehicle type.

4. Electricity bill relief measures: a subsidy of 315 baht per household per month. If electricity usage exceeds the set limit, recipients must cover the full excess amount.

5. Water bill relief measures: a subsidy of 100 baht per household per month. If water bills exceed 100 baht but do not exceed 315 baht, recipients receive a 100 baht subsidy and must pay any excess themselves. If usage exceeds 315 baht, recipients bear the full water bill cost.
