
State Welfare Card 2026: What should registrants do if they do not meet the specified eligibility criteria?
After the 2026 State Welfare Card registration project opened for existing cardholders and eligible people who were missed and unable to join the previous round, allowing them to access basic government welfare and improve their quality of life, registration was held from 4 to 21 June 2026.
Mr. Winij Wisesuwanphoom, Director of the Fiscal Policy Office (FPO) and spokesperson for the Ministry of Finance, revealed that the 8/2569 meeting of the Public-Private Welfare Committee for the Grassroots Economy and Society received updates on registration and eligibility verification for the 2026 State Welfare Card project.
Initially, approval was given to add target groups by including vulnerable individuals without a State Welfare Card, identified during the Ministry of Interior's field registration survey (4–21 June 2026), totaling 5,383,393 people, into the next eligibility verification process.
For eligibility screening in 2026, criteria will exclude cases where parents of income earners who have claimed tax deductions for parental support are considered ineligible for the welfare rights.
Additionally, the Ministry reviewed the Bank of Thailand's recommendations presented to the Cabinet on 2 June 2026 regarding the eligibility criteria on total loan amounts capped at 100,000 baht. Agricultural loans will be excluded because they differ from general loans, being tied to seasonal crop cycles and sometimes disaster relief, thus may not reflect the borrower's credit access or asset status like other loan types.
Currently, the Ministry of Finance is considering proposing that current State Welfare Cardholders who do not qualify for the 2026 program receive benefits under the Thai Chuey Thai Plus (60/40) project for two months (1 August to 30 September 2026) since they were ineligible to register for this program during its opening. This proposal will be submitted to the Cabinet before the official registration results are announced on 17 July 2026.

After the eligibility verification results are announced, if a registrant is found “ineligible” according to the project's criteria and wishes to request a re-examination, they can appeal within 15 days from the announcement date via the four channels mentioned above.

3) Appeal through registration units at the five state banks: Krung Thai Bank, Bank for Agriculture and Agricultural Cooperatives, Government Savings Bank, Government Housing Bank, and Export-Import Bank of Thailand (services available during each bank's business hours and branches). Registrants should notify the bank of their intent to appeal so the bank can click the “Submit Appeal” button on their behalf.
