Mr. Winij Wisesuwanphoom, Director of the Fiscal Policy Office (FPO) and spokesperson for the Ministry of Finance, revealed that on 14 July 2026 the Cabinet approved additional proposals for the 2026 State Welfare Registration Project from the Committee for Grassroots Economic and Social Welfare. Details are as follows:

1. Excluding criteria for disqualification related to parental support income where taxpayers claim deductions for supporting their parents, and excluding agricultural loan amounts from the combined credit limit of 100,000 baht when assessing eligibility.

2. Adding target groups for the 2026 project by including 5.4 million vulnerable people without State Welfare Cards identified by the Ministry of Interior during field registration from 4-21 June 2026 into the eligibility verification process.

3. Setting that those who meet the 2026 project eligibility criteria may begin using benefits as follows: (1) existing cardholders from 1 August 2026 onward, and (2) new card recipients from 1 October 2026 onward, aligning with assistance from other government programs.

If eligible

Complete identity verification (e-KYC) from 17 July 2026 to 12 January 2027

  • Existing State Welfare Card holders do not need to verify identity
  • All new card recipients must verify their identity via the Paotang app or at the five bank registration units
  • If authorizing someone else to use the benefits, both existing and new cardholders must verify identity at the five bank registration units

If not eligible

  • An appeal can be submitted from 17 to 31 July 2026 through the Paotang app, government apps, the project website, and the five bank registration units, with document corrections allowed until 16 August 2026
  • Appeal results will be announced on 14 September 2026 via the project website "บัตรสวัสดิการแห่งรัฐ.mof.go.th" and the Paotang app

Eligible recipients can start using benefits from 1 August 2026, and those approved after appeal can start from 1 October 2026 onward

Steps are as follows

1. Open the Paotang app

2. Click the banner for the "State Welfare Card 2026" project and press "Check Results"

3. Press "Confirm" to start using benefits within the app

4. For those who must verify identity anew (new card recipients), press "Face Scan"

5. Scan your face

6. Before benefit start date: the screen will show identity verification status stating "Eligibility criteria met and identity verification completed successfully"

7. Then begin using benefits on the specified date

  • Eligible recipients can start using benefits from 1 August 2026
  • Those approved through appeal can start from 1 October 2026 onward
