The eligibility check results for the 2026 project show 9.51 million passed out of 18.82 million registrants, divided into three groups:

  • Group 1: Existing State Welfare Card holders totaling 12.70 million.
  • Group 2: Non-card holders identified in the basic needs database of the Community Development Department, Ministry of Interior (MOI), and the electronic family logbook system (MSO - LOGBOOK) of the Ministry of Social Development and Human Security (MSDHS) at 0.74 million.
  • Group 3: Non-card holders newly identified by MOI surveys during registration totaling 5.38 million.

Those who passed eligibility in 2026 are divided into two groups as follows:

1) Existing cardholders can begin using their rights under the 2026 project from 1 Aug 2026 GMT+7 onward.

2) Newly eligible individuals must verify their identity (e-KYC) via the Paotang app or at the five registration units before they can start using their rights from 1 Oct 2026 GMT+7 onward.

For 2026 State Welfare Card applicants found "ineligible" under project criteria who wish to have their data re-examined, they can appeal the eligibility results to review their rights within 15 days from the announcement date, that is from 17 to 31 Jul 2026 GMT+7, via the four main channels. Those who "fail the eligibility check" can appeal within the timeframe to request a rights review through the four main channels mentioned above.

After submitting a review request, applicants must contact the eligibility verification unit to correct information by 16 Aug 2026 GMT+7 and undergo another eligibility check. The appeal submission has four main channels as detailed below.

Applicants can request a review of eligibility results themselves on the website by following these steps.

2. On the main registration page for the public, click "Follow up on Registration Results."

3. Check registration status.

  • Verify data with ThaiD.
  • Verify data using your ID card number.

4. The screen will display the registrant's information.

5. The screen will show registration status; those who fail eligibility checks will see the status "Did not meet eligibility criteria." You can check details and submit a rights review by clicking the "Verification Results" button.

  • If the information is incorrect, a message will prompt "Please check your information accuracy before confirming identity." You have two more attempts to verify. Correct your data and click "Confirm Identity."
  • If incorrect information is entered three times, the system will return to the homepage to restart the verification process.
  • If the identity is confirmed correctly, the system will display the eligibility verification results showing failure to meet criteria.
  • 6.2 For verification via ThaiD, the system will show eligibility results indicating failure, divided into four sections as follows.

Section 1: Registrant information.

1. Present your ID card to staff for insertion into the EDC machine at one of the five banks:

  • Government Savings Bank,
  • Government Housing Bank,
  • Islamic Bank of Thailand.

However, those who have never received state assistance and are not in these databases should register for initial aid with the Ministry of Social Development to receive further government support.

Existing cardholders unable to personally confirm registration for rights review via the five channels set by the Ministry of Finance (e.g., disabled, elderly, bedridden, or those unable to travel such as those in remote areas or hospitalized) can authorize a proxy to register on their behalf using a power of attorney form downloadable from the project website.

Power of attorney form,

  • Copy of registrant's ID card (grantor) with certified signature,
  • Copy of proxy's ID card with certified signature,
