After the Ministry of Finance announced the eligibility verification results for those registered for the State Welfare Card project 2026, including existing beneficiaries and those previously overlooked, starting from 06:00 on 17 July 2026.

It was found that 9.51 million applicants met the criteria out of 18.82 million registered. Those who did not meet the 2026 eligibility criteria can appeal from 17 to 31 July 2026 via four main channels as follows.

2. "Paotang" application.

  • Registrants can immediately click the "Submit Appeal" button on the system.

3. "Thang Rat" application.

  • Registrants can immediately click the "Submit Appeal" button on the system.

4. Five designated registration units. These include Krungthai Bank Public Company Limited, Bank for Agriculture and Agricultural Cooperatives, Government Savings Bank, Government Housing Bank, and Islamic Bank of Thailand.

  • Services are available during the working hours of each bank and branch.
  • Registrants are requested to express their intention to appeal so the bank can press the "Submit Appeal" button.

After submitting a review request, applicants must contact the eligibility verification unit to correct information by 16 August 2026 and undergo re-verification.

The official results of the eligibility review will be announced on 21 September 2026 through the same four main channels, and benefits can be used starting 1 October 2026.

How to appeal the State Welfare Card 2026 via the website.

Registrants can request a review of the eligibility results online by following these steps.

1. Go to the 2026 State Welfare Card registration website.https://บัตรสวัสดิการแห่งรัฐ.mof.go.thorhttps://welfare.mof.go.thThen click. Check registration status.

2. On the main registration page, registrants click. "Follow registration results".

3. Check registration status.

  • Verify with ThaiD.
  • Verify with ID card number.

4. The screen will display registrant information.

5. The screen shows registration status. Those who do not pass eligibility verification will see the status. Did not meet eligibility criteria. Details can be checked and an appeal submitted by clicking the button. "Verification results".

6.1 For verification using ID card number, after clicking "Verification results".

  • The system requires identity verification by entering the "Laser ID code on the back of the ID card" then clicking confirm identity.
  • If the information is incorrect, a message will prompt to check the data before confirming. Applicants have two more attempts to verify. After reviewing and correcting data, click "Confirm identity."
  • If incorrect data is entered more than three times, the system will return to the homepage to restart the verification process.
  • If identity verification is successful, the system will show the eligibility verification results indicating failure.

6.2 For verification using ThaiD, the system displays eligibility verification results for those not meeting criteria, divided into four sections as follows.

  • Section 1: Registrant information.
  • Section 2: Eligibility verification results.
  • Section 3: Information about the agency that found the registrant ineligible.
  • Section 4: Registrant contact details, which can be edited.

7. Click. "Confirm appeal request". To request a review of eligibility verification results.

A success message will appear. Click. OK. To complete the appeal request process.

8. Registrants can print the appeal submission document by clicking. Print eligibility review confirmation document.

After submitting the appeal, the system will compile registrant data for re-verification with the responsible agency within the project timeline. Registrants must personally correct their information with the agency where they failed eligibility verification.

1. Log in to the Thang Rat app.

2. Select services and search for "Check registration status for State Welfare Card."

3. The system will show the registrant's status, and more details can be viewed by clicking. "Verification results".

4. The system shows detailed eligibility verification results for those not meeting criteria.

5. Click. "Confirm appeal request". To request a review of eligibility verification results.


How to appeal the State Welfare Card 2026.Via the "Paotang" app.

1. Open the Paotang app.
2. Click the banner for the "State Welfare Card 2026" project and press "Check results."
3. Press "View eligibility review results."
4. Enter contact information and confirm the appeal.
5. Confirm the appeal.
6. Submit the appeal.

A popup will show details about various cases, including if an appeal has already been submitted, inability to receive benefits, and a recommendation to verify identity at the five banks.

How to appeal the State Welfare Card 2026 via the "five bank registration units."

Registrants can check eligibility results through registration units of five banks by following these steps.

1. Present your ID card to staff to be inserted into the EDC machine at one of the five registration units:

  • Krungthai Bank Public Company Limited,
  • Bank for Agriculture and Agricultural Cooperatives,
  • Government Savings Bank,
  • Government Housing Bank,
  • Islamic Bank of Thailand.

2. If eligible, the system will display "Identity verification successful."

3. If ineligible, registrants should express their intention to appeal so the bank can press the "Submit Appeal" button. "Submit Appeal".

These five bank registration units will only provide eligibility review confirmation services for existing State Welfare Card holders.

For those previously overlooked but listed in the community database of the Ministry of Interior or the electronic family book system of the Ministry of Social Development, Bangkok, and Pattaya, field registration will be conducted. However, those never receiving state assistance and not listed in these databases should register for initial assistance through the Ministry of Social Development to receive support.

What to do next if you qualify for the "State Welfare Card 2026" after the appeal round.

If you qualify in the appeal round and have previously received state welfare benefits, you do not need to verify your identity (e-KYC) again because your information is already in the system.

If you have never received state welfare benefits before, you must complete identity verification (e-KYC) at the five registration banks or via the Paotang app. You can start using benefits from 1 October 2026, but if delayed, benefits will begin only after identity verification.
