Update on the 2026 State Welfare Card registration project: After announcing the eligibility verification results nationwide on 17 July 2026, both for existing registrants and those previously missed, 9.51 million applicants qualified.

Those who passed the eligibility assessment "new applicants" must verify their identity (e-KYC) through two channels: the Paotang app or registration units at five banks. Those who did not pass eligibility screening can file an appeal for reconsideration.

Recently, Mr. Akniti Nititanprapas, Deputy Prime Minister and Minister of Finance, revealed that 9.31 million applicants were disqualified in the 2026 state welfare eligibility check. The large number of disqualifications results from the government tightening and improving the screening system.

Applicant data were carefully cross-checked with various government databases to ensure that only those meeting criteria such as tax records, land ownership, income, and vehicle ownership qualify, effectively filtering out those not genuinely poor.

Citizens can check their eligibility status online. If disqualified, the system clearly explains the reasons for disqualification to ensure transparency and allows for appeals.

Advice for those failing the "Poor Card 2026" criteria due to "vehicle ownership exceeding the allowed limit"

Mr. Sorapong Paitoonpong, Director-General of the Department of Land Transport, explained that most disqualifications are due to prior vehicle ownership or cases where vehicles were sold but name transfers were not properly registered, as well as situations where relatives' names were used to purchase vehicles without the applicant’s knowledge. The department recommends the following steps:

1. Those disqualified and wishing to appeal or request a review can do so via the Ministry of Finance's designated channels from 17 to 31 July 2026 through four methods:

Those registered in the project wishing to verify their vehicle registration data can contact the Department of Land Transport offices nationwide free of charge, as the department has instructed provincial offices to assist citizens without charging fees for vehicle ownership verification, a service linked to this government project.

Applicants can bring their ID card or related documents to any provincial or branch land transport office nationwide. The department can accurately verify data through the central database (MDM). If the vehicle data is incorrect, they will update or correct registration details as per regulations.

Moreover, the Department of Land Transport will monitor and collect citizens’ issues to present to relevant agencies for solutions. The department is ready to facilitate quick verification and correction of vehicle registration data to ensure accuracy, enabling citizens to use this information to support their appeals and protect their rights.

Steps to appeal and review eligibility for the "State Welfare Card 2026"

Appeals can be submitted through four channels: the project website, Paotang app, Thang Rath app, and registration units at five banks between 17 and 31 July 2026, with detailed steps as follows.

How to appeal eligibility via the "project website"

Prepare required documents before starting: ID card number, date of birth, Laser ID code on the card, and a contact phone number.

2. Click the menu "Follow Registration Results" to proceed.

3. Choose verification method

  • Verify with ThaiD
  • Verify with ID card number

4. View eligibility results. If it states "Did not pass eligibility criteria" click "Check Results" to view details and proceed with the appeal.

5. Confirm identity. If verifying by ID card, the system will ask for identity verification information. If incorrect, it will prompt to retry.

6. Fill in information to confirm the appeal.

7. Confirm the appeal request.

8. The system will save the request.

9. Print the appeal result for your records.

After submitting an appeal, the system will send the registrant’s data for re-verification by the relevant authorities within the project timeline. Registrants must personally correct any disqualifying information at the verification agencies.

How to appeal eligibility via the "Paotang" app

1. Open the Paotang app.

2. Click the banner for the "State Welfare Card 2026" project and select "Check Results."

3. Tap "View Eligibility Results."

4. Enter contact information and confirm the appeal.

5. Confirm the appeal submission.

6. Submit the appeal.

How to appeal eligibility via the "Thang Rath" app

1. Open the Thang Rath app and search for services.

2. Select the service and search for "Check Registration Status for State Welfare Card."

3. The system will display the registrant’s status and allow viewing details by clicking "Check Results."

4. The system will show details of why the registrant did not meet eligibility.

5. Enter a contact phone number and press "Confirm Appeal," then verify information and confirm the request in the confirmation window.

How to appeal eligibility at the "registration units of five banks"

1. Staff log into the system with authorized user credentials.

2. Read data from the ID card by inserting it.

3. Check registration status. If it shows "Did not pass eligibility criteria," proceed with the appeal.

4. View verification results.

5. See reasons for disqualification.

6. Confirm the appeal.

These five-bank registration units will only accept eligibility confirmation appeals from existing state welfare cardholders.

Those in the missed group listed in the Community Development (JPT) database of the Ministry of Interior (Department of Community Development), or the electronic family book system of the Ministry of Social Development and Human Security, Ministry of Interior, Bangkok, and Pattaya City, will have field registration services. However, those never receiving state assistance and not listed in these databases should register with the Ministry of Social Development and Human Security to receive initial aid from the government.
