Registration Opens for State Welfare Cardholders to Receive Water Bill Discounts for 2026, Both Existing and New Members Must Re-register

Registration has opened for the water bill discount entitlement. “Water bill” The 2026 State Welfare Card program emphasizes that both existing and new cardholders must re-register, starting 20 July 2026.

Progress update The 2026 State Welfare Card registration project. After announcing the eligibility results for both existing cardholders and those previously missed, existing cardholders who meet the criteria can begin using the program benefits from 1 August 2026 onward. New qualified applicants who have verified their identities can start using the benefits from 1 October 2026 onward.

Who is eligible for the water bill discount?

Those eligible for the water bill discount must have registered for the 2026 State Welfare Card and passed the eligibility screening. All must re-register, including both existing and new beneficiaries. The registration schedule is as follows:

Existing beneficiaries

• Registration period: 20–25 July 2026.
• Benefits apply starting the August 2026 billing cycle.
• Discount appears on the September 2026 water bill (no retroactive benefits).

New beneficiaries(Must complete identity verification (e-KYC) one day prior to registering for the water bill discount.)

• Registration period: 20 July–25 September 2026.
• Benefits apply starting the October 2026 billing cycle.
• Discount appears on the November 2026 water bill (no retroactive benefits).

Conditions for receiving the State Welfare Card water bill discount

• The government subsidizes water bills up to 100 baht per household per month.
• Only one benefit is allowed per household address (one address equals one benefit).
• If the water bill exceeds 100 baht but is not over 315 baht, the beneficiary pays only the amount exceeding the subsidy.
• If the water bill exceeds 315 baht, the beneficiary must bear the full water cost.

• Registration is open from 20 July to 30 September, 08:00–18:30 daily, including public holidays and weekends.
• From 1 October 2026 onward, registration hours are 08:00–18:30 on official working days only.
