State Welfare Card 2026 Latest Conditions: Benefits Begin Simultaneously on 1 October 2026

"State Welfare Card 2026" (บัตรสวัสดิการแห่งรัฐ 2569) The latest update: The Cabinet has approved that benefits will start simultaneously on 1 October 2026, while existing cardholders will continue receiving benefits uninterrupted until 30 September 2026.

On 27 July 2026, Mr. Winij Wisesuwanphumi, Director of the Fiscal Policy Office and spokesperson for the Ministry of Finance, announced that today the Cabinet approved the implementation of the State Welfare Card registration project for 2026, as proposed by the Public-Private Welfare Committee for Grassroots Economy and Society. The aim is to allow existing cardholders to continue receiving benefits to ease living costs during database updates with verifying agencies, ensuring welfare provision is accurate, comprehensive, and reflects citizens' real living conditions. The Cabinet passed the following resolutions:

1. Approved that beneficiaries under the 2022 program currently receive continuous benefits until 30 September 2026 (previously 31 July 2026) without additional procedures. Beneficiaries under the 2026 program will start receiving benefits simultaneously nationwide from 1 October 2026 onwards.

2. Acknowledged the review process proposed by the committee to verify eligibility data so that information aligns with facts and does not burden citizens with data correction. Data-owning agencies will proactively update records to include those affected by eligibility criteria changes, facilitating convenience and reducing citizens' burden of proving information as follows:

• In the case of students, data will be updated excluding those enrolled in non-formal education systems across all age groups.
• For partners in ordinary partnerships and shareholders or directors in companies, data will be updated excluding limited partnerships or companies registered as social enterprises or community enterprises.
• For those holding securities deposit accounts and bond accounts, data will be updated excluding accounts without ownership of securities/bonds or with securities/bonds of very low total value.
• Vehicle criteria will be updated to exclude motorcycles older than 15 years unless they are high-value or collectible motorcycles; similarly, cars, trailers, and agricultural vehicles older than 20 years are excluded unless they are high-value or collectible vehicles.

To allow sufficient time for citizens to request benefit reviews, the committee has extended the review period to 31 August 2026 (previously 31 July 2026) through four main project channels:

• State applications
• Registration units at five banks (Krungthai Bank, Bank for Agriculture and Agricultural Cooperatives, Government Savings Bank, Government Housing Bank, and Islamic Bank of Thailand) with the data correction deadline at verification units extended to 20 September 2026 (previously 16 August 2026).

Additionally, to further facilitate citizens, the Ministry of Interior supports operations at provincial and district levels by promoting benefit verification and establishing One Stop Service (OSS) centers to assist beneficiaries needing identity confirmation via e-KYC and those seeking benefit review. Village heads, local administrative organizations, and government agencies in the area have also been notified to support the process. The Ministry of Finance is closely coordinating with the Ministry of Interior and related agencies to link data and provide assistance within each agency’s authority to the public.
