Timeline unveiled "2026 State Welfare Card" When do existing cardholders, newly qualified applicants, and rights review groups start using their benefits?
On 27 July 2026, the Cabinet approved the implementation of the 2026 State Welfare Card registration project as proposed by the Public-Private Welfare Committee for the grassroots economy and society. This aims to ensure that current State Welfare Card holders continue to receive benefits to ease living costs during the period of data updating and verification with relevant agencies. The goal is to make state welfare distribution more accurate, comprehensive, and aligned with the true living conditions of the people. The Cabinet resolutions are as follows.
1. Approved that current beneficiaries under the 2022 project will continue to receive benefits until 30 September 2026 (previously 31 July 2026) without any additional procedures. All beneficiaries under the 2026 project will start receiving State Welfare benefits simultaneously from 1 October 2026 onwards.
2. Acknowledged the data review approach by the committee to verify eligibility, ensuring information aligns with facts and does not burden the public with data correction. The data-owning agencies will proactively update information to cover those affected by eligibility criteria to facilitate convenience and reduce the burden on citizens for proof.
To give the public sufficient time to request rights reviews, the committee has extended the review period to 31 August 2026 (previously 31 July 2026) through four main channels of the project:
Additionally, to further assist the public, the Ministry of Interior supports local-level mechanisms at provincial and district levels to promote rights verification and establish One Stop Service (OSS) centers. These centers facilitate beneficiaries who must confirm identity via the e-KYC system and those seeking rights review. Village heads, local government organizations, and government agencies are also mobilized to support these processes.
Meanwhile, the Ministry of Finance closely coordinates with the Ministry of Interior and related agencies to link data and provide assistance according to each agency’s mission and authority to the public.

The welfare benefits remain unchanged, providing relief for living costs including essential consumer goods at local economy development discount stores (Blue Flag stores), transportation expenses, cooking gas, electricity, and water bills, detailed as follows.
1. A monthly credit of 300 baht per person for essential consumer goods, educational materials, and agricultural raw materials at Blue Flag stores and other outlets designated by the Ministry of Commerce.
2. A discount credit of 80 baht per person every three months for cooking gas purchases at designated stores by the Ministry of Energy.
3. A monthly transportation credit of 750 baht per person usable across eight types of public transport systems:
There is no spending limit by vehicle type.
4. Electricity cost relief: a subsidy of 315 baht per household per month. If consumption exceeds the limit, the beneficiary bears the full electricity cost.
5. Water cost relief: a subsidy of 100 baht per household per month. If water usage exceeds 100 baht but not more than 315 baht, beneficiaries receive a 100 baht subsidy and pay the remainder themselves. If usage exceeds 315 baht, beneficiaries bear the full water cost.
