On 19 Aug 2026 GMT+7, the Office of the National Digital Economy and Society Commission under the Ministry of Digital Economy and Society announced that Thai citizens aged 15 and above can pre-register to participate in the TH-AI Passport project starting today (19 Aug 2026 GMT+7) via the website de.aipass.net to apply, verify identity, and create an account to access AiPASS, an AI platform under the project, ahead of its official launch on 31 Aug 2026 GMT+7.
1. Registration is only open from 19 Aug 2026 GMT+7 to 31 Aug 2027 GMT+7.
2. Upgrade to creator status immediately when registering during the promotional period before 30 Nov 2026 GMT+7.
3. The total number of registration slots is limited to 5,000,000.
4. Consent to the terms and policies regarding personal data protection (PDPA).
5. Register through the website de.aipass.net.
The Office of the National Digital Economy and Society Commission confirmed that the project operates on a Pay Per Active User basis, where the government pays only for actual active users at the Innovator level according to the project's conditions, at a rate of 24.70 baht per person per month. This ensures budget disbursement aligns with actual usage and maximizes benefits to the public.
The TH-AI Passport project aims to support up to 5 million people, covering students, government personnel, the general public, and entrepreneurs. It focuses on providing opportunities for beginners and those without AI experience to access tools, try them out, and develop skills step-by-step, even without prior technology background. This approach promotes learning AI basics, understanding each model's features, and selecting appropriate tools for study, work, and business applications. It supports raising AI literacy alongside AI adoption, enhancing workforce productivity, reducing technological inequality, and strengthening the country's competitiveness.

3. Verify identity through government apps or ThaID.
4. Fill in personal information and start using the service.
The AiPASS platform aggregates AI models from over 14 leading developers, totaling more than 30 models, including GPT 5.6, Claude Opus 5, Gemini 3.1 Pro, Grok 4.3, Sonar Deep Research, GPT Image 2, Nano Banana Pro, Seedance 2.0, Lyria 3 Pro, and Thailand's own Pathumma LLM, allowing users to select models suited to their tasks.
AiPASS will offer models developed under the ThaiLLM project on its platform, such as Pathumma LLM, which is installed and served within Thailand on infrastructure powered by NVIDIA technology. This ensures the public can confidently access Thai language models that understand local context effectively.
Beyond AI tool access, AiPASS aims to build practical skills under the Learn • Earn • Plern concept through over 96 AI courses and knowledge from global partners including Google for Education, Microsoft Elevate, and OpenAI. Participants learn from basic to advanced levels and upon meeting requirements receive certificates and accumulate points to unlock access to Pro-level AI models and progress to creator or Innovator status.
However, registration during this period is for application, identity verification, and account creation only. Users will be able to access AI models on the platform starting 31 Aug 2026 GMT+7.
