GSB Announces Automatic 3-Month Debt Moratorium with No Interest to Aid Flood Victims After Waters Recede

Government Savings Bank (GSB) is assisting flood victims in recovering after the waters recede by announcing an automatic 3-month debt moratorium with no interest charges. The bank is also mobilizing emergency and rehabilitation loan measures to help individuals and businesses regain stability.

On 24 Aug 2026 GMT+7, Mr. Songpol Chiwapanyaroj, GSB Director, stated that flooding in many northern regions has begun to subside and recovery efforts are underway. However, damage to homes, livelihood equipment, and businesses continues to affect people's lives and incomes. Therefore, GSB has promptly introduced measures to assist. "An automatic 3-month debt moratorium with zero interest." This measure aims to alleviate financial burdens and provide time to manage necessary expenses while restoring housing, livelihoods, and incomes after the floodwaters recede.

The policy allows a 3-month suspension of principal payments with zero interest charges. All interest accrued during the moratorium period will be waived by the bank, and borrowers are not required to repay it later. The three deferred principal installments will be added to the final payment. After the moratorium ends, borrowers will resume repayments under the original contract terms. This applies to all loan groups (except certain types under specific conditions*) whose residence, dwelling, or business location falls within disaster areas declared by the Department of Disaster Prevention and Mitigation (DDPM).  

The bank will notify eligible borrowers directly via SMS or letter. Those who do not wish to participate can contact any GSB branch or the GSB Contact Center at 1115 to continue regular repayments.

In addition to easing burdens for existing borrowers, the bank has prepared loans for flood victims who need funds for emergency expenses, livelihood recovery, or asset repairs. The emergency disaster loan offers up to 20,000 baht per person, unsecured, with a 3-month principal and interest payment holiday. From the fourth month onward, a fixed interest rate (flat rate) of 0.60% per month applies, with repayment terms up to 24 months. Applications can be submitted at GSB branches.

For those requiring working capital or living expense relief, the disaster relief loan provides up to 50,000 baht per person with zero interest during the first 3 months. From month four, a fixed interest rate (flat rate) of 0.50% per month applies. Principal and interest payments are waived for the initial 3 months, with repayment terms up to 60 months.

GSB also supports rehabilitation through small rehabilitation loans for disaster victims, offering up to 300,000 baht for working capital or repair of livelihood equipment. Interest is 0% for the first 3 months, then 15.00% per year from month four, with repayment terms up to 7 years. Additionally, the home rehabilitation loan provides up to 1 million baht for home repairs, with a 0% principal and interest holiday for 3 months; months 4 to 24 carry a 2.00% annual interest rate, year 3 at MRR minus 3.35%, and from year 4 onward at MRR minus 0.75%. The bank also supports appraisal fees up to 3,000 baht.

For businesses affected by flooding, SMEs can apply for the 'GSB SMEs Recharge' loan to repair or improve business premises, invest in assets like equipment and machinery, or boost liquidity. Loans are up to 30 million baht, with an initial interest rate of 2.99% per year for years 1 and 2, and a maximum 10-year term. Principal payment holidays of up to 1 year are allowed. Business loan applications must be submitted by 30 Sep 2026.

The debt moratorium does not apply to certain loan types such as large business loans, 'Life Happiness' loans, loans for salaried employees, community organization soft loans, and state policy loans (PSA). Other conditions apply as determined by the bank.
