On 22 September 2026, Dr. Akniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, announced that today the Cabinet approved a reduction in the previously authorized budget framework for the Thailand Helps Thais Plus (60/40) project and approved the "Thailand Helps Thais Plus (Additional)" project. This aims to reduce impacts from the ongoing energy crisis, which is unpredictable in duration and direction, affecting citizens and entrepreneurs across all sectors. It uses additional funds under plans or projects designed to assist citizens, farmers, and entrepreneurs affected by the energy crisis (Plan or Project 1) as per the appendix of the Emergency Decree empowering the Ministry of Finance to borrow funds for addressing impacts from the energy crisis and supporting the country's energy transition in 2026. Without short-term additional assistance, household purchasing power and private consumption—which are key drivers of the Thai economy—would decline, potentially causing very low economic growth alongside rising inflation trends.
The Thailand Helps Thais Plus (Additional) project focuses on 1. Assisting vulnerable groups via the state welfare card mechanism, and 2. Easing expenses and supporting consumer purchasing power, as well as helping small vendors continue their businesses to maintain the country's economic stability through the Thailand Helps Thais Plus (60/40) (Additional) project, with details as follows.
1. Additional fund increase project
This project aims to support low-income individuals vulnerable in income, assets, and debts who are severely affected by the ongoing energy price volatility crisis. It increases the purchase funds for goods from local economy-saving stores and other stores designated by the Ministry of Commerce by an additional 1,000 baht per person per month for those who qualify under the 2026 state welfare registration before 1 October 2026 (up from the original 300 baht per person per month plus an extra 700 baht per person for October 2026).
2. Thailand Helps Thais Plus (60/40) (Additional) project
This project aims to assist citizens affected by the energy crisis caused by the prolonged and unpredictable conflict in the Middle East region, easing expenses and preserving their purchasing power.
It also helps store operators generate income from selling goods and services to continue their businesses. The government co-pays for food, drinks, goods, and designated services for participants in the Thailand Helps Thais Plus (60/40) (Additional) project, to be spent at participating stores.
2.1 Project duration: 1 October to 30 November 2026, with details as follows.

1) Must be Thai nationals
2) Must be at least 18 years old on the date of confirming participation in the Thailand Helps Thais Plus (60/40) (Additional) project

2.3 Spending conditions
The government co-pays 60% of the cost for food, drinks, goods, and designated services, capped at 200 baht per person per day and 1,000 baht per person total. Spending is allowed at participating stores in the Thailand Helps Thais Plus (60/40) (Additional) project between October and November 2026 via the "Pao Tang" app. Purchases can be made from participating stores or through approved food delivery platforms paying via the "Tung Ngern" app. The Ministry of Finance's Comptroller General's Department will transfer government co-payment funds to participating stores within the specified period.
