The Comptroller General's Department announced preparation to pay civil servants' salaries and permanent employees' wages through the 13-digit PromptPay system starting May 2027
On 26 October 2026, Ms. Patricia Mongkolvanich, Director-General of the Comptroller General's Department, stated that the government has set a policy to develop the National e-Payment system to modernize the country's payment infrastructure, making it efficient, transparent, and secure, while supporting the transition to digital government services.
Accordingly, the Comptroller General's Department developed an e-Payroll system that shifts salary and wage payments for civil servants and permanent employees to the PromptPay system, registered via national ID linked to bank accounts, replacing the previous use of bank account numbers.
Registration for PromptPay can be done through banks' designated channels and methods. The new salary and wage payments will commence from May 2027 onward. This change does not include pension payments to retirees.
Civil servants and permanent employees are required to register PromptPay using their national ID numbers with any bank and any bank account as they prefer. However, those with loan obligations linked to their current salary or wage accounts—such as Krungthai Thanawad loans, multi-purpose loans for government personnel (Krungthai Bank), Benefit Plus unsecured loans (TMBThanachart Bank), Salary Pay loans for government staff (Government Savings Bank), and Bualuang Payroll or Bualuang Unjai loans (Bangkok Bank)—should take note.
Government agencies are urged to instruct civil servants and permanent employees to register PromptPay with the same bank account currently used for salary or wage payments to avoid issues with managing debts and loans. This excludes loans with memoranda of understanding (MOUs), such as housing installment loans or cooperative debts.
After registering PromptPay, employees must submit confirmation forms of their PromptPay registration with their national ID to their agencies. The agencies must verify that the national ID in the e-Payroll system matches the confirmation forms. Department-level agencies must report the registered civil servants and employees to the Comptroller General's Department by 30 December 2026.
This transition to using national ID numbers instead of bank account numbers for salary and wage payments aims to enhance the security of public payment processes, protect personal data, reduce data collection, and minimize risks of financial data leakage and fraud caused by unauthorized changes to bank account numbers.
Additionally, it supports identity verification according to financial institutions' criteria, boosting confidence and preventing exploitation through identity theft or financial fraud related to changes in payment accounts.
