Veera shakes up the 2027 Budget Committee by proposing the dissolution of 'Por Yor Por' from the Prayut government era and the 'Ror Wor Por' public organization under the Ministry of Higher Education, Science, Research and Innovation. He notes these agencies lack special missions and overlap with other bodies, warning that if left unchecked, they could grow into budgetary burdens.
At the special parliamentary committee meeting reviewing the 2027 budget bill, "Professor Veera" Veera Teeraphatranont, a well-known news analyst and advisor to the parliamentary committee (government quota), caused a stir by proposing the dissolution of several agencies due to unclear main missions and overlapping functions with other bodies.
At the meeting on 7 July 2026, Veera proposed dissolving the Office for Driving National Reform, National Strategy, and Reconciliation (Por Yor Por). This agency was established in 2017 during the administration of General Prayut Chan-o-cha.
Veera explained that Por Yor Por was linked to the 2017 constitution, which included national strategy plans, reform driving plans, and reconciliation efforts. Comparing to the 2007 constitution era, when the National Economic and Social Advisory Council existed supported by the National Economic and Social Development Council, that body was dissolved with the 2017 constitution.
Looking at Por Yor Por, its missions overlap completely with other agencies and it lacks a unique core function. He believes this agency should be dissolved, and its civil servants transferred to existing agencies already working in these areas.
"If left as is, it will behave like an amoeba that divides and grows. It is still small now, with only 77 staff, some likely transferred from elsewhere. Dissolving this agency due to its lack of a clear, distinct mission would cut this cycle."
Meanwhile, in the draft2027 budget bill,the budget for Por Yor Por is listed as 66.5 million baht for project implementation and 29.9 million baht for personnel costs.
Later, at the meeting on 13 July 2026, Veera proposed dissolving another agency: the Research and Innovation Acceleration Office for Competitiveness and Regional Development (Ror Wor Por), a public organization. This newly formed public organization falls under the Ministry of Higher Education, Science, Research and Innovation (MHESI).
Veera pointed out that MHESI oversees more than eight public organizations, arising because government agencies cannot expand staff or budgets due to civil service limits. To work around these constraints, funds or public organizations are created to circumvent budget or personnel limits.
Regarding Ror Wor Por, the founding decree shows it is an administrative and fund management agency spun off from the Office of the Higher Education, Science, Research and Innovation Policy Council (NXPO). Its work was transferred from government agencies to become a public organization, but its missions overlap and it has no special function. It is expected that many similar organizations will arise in the future.
"If Por Yor Por is like an amoeba, this is a paramecium, also a protozoa but a new type. I think the committee could establish such an organization, but I recommend cutting its entire budget because it should not separate itself. We cannot solve staff number issues by creating new agencies; they will gradually expand. It now has about 100 staff. It must return to its original home."
Meanwhile, in the draft2027 budget bill,the budget for Ror Wor Por is listed as 45 million baht for project implementation and 82.3 million baht for personnel costs.
