Thailand will raise the international departure passenger service charge to 1,120 baht starting 20 June 2026, nearly double the rates of Malaysia, Indonesia, the Philippines, and Vietnam.
The Airports of Thailand Public Company Limited (AOT) announced it will increase the international departure Passenger Service Charge (PSC) to 1,120 baht per person, up from the previous 700 baht, effective from 20 June 2026. This applies to six airports: Suvarnabhumi, Don Mueang, Chiang Mai, Mae Fah Luang Chiang Rai, Phuket, and Hat Yai. The adjustment affects only international departing passengers, while domestic passenger charges remain unchanged at 130 baht per person to support the government's domestic tourism promotion policy.
Ms. Paweena Jariyathitipong, AOT's President, stated that this PSC adjustment follows the Civil Aviation Authority's approval on 20 February 2026 and complies with the International Civil Aviation Organization’s standards as outlined in Doc 9082, as well as the Air Navigation Act of 1936 and its amendments. AOT held consultations with stakeholders and submitted comprehensive cost data for regulatory review prior to approval.
AOT emphasized that the PSC is not a tax nor a profit-generating revenue but is solely used for airport-related operations and requires approval from the relevant government minister.
Revenue from the PSC will be continuously invested in upgrading infrastructure at all six airports to enhance passenger convenience, speed, and safety. Projects include constructing the first satellite terminal (SAT-1) at Suvarnabhumi Airport, renovating the passenger terminal at Don Mueang Airport, and implementing the Common Use Passenger Processing System (CUPPS) to reduce wait times, improve check-in efficiency, and elevate passenger travel experiences. Passenger and airline surveys indicate most find the new PSC rate reasonable and not a factor in travel decisions.
This rate adjustment aims to cover operational costs and long-term investments to improve safety, service standards, and capacity to handle future passenger growth, supporting Thailand's airports to become sustainable, world-class regional aviation hubs.
Comparing Thailand’s new international departure passenger service charge of 1,120 baht per person to major Southeast Asian airports reveals it is relatively high compared to many regional countries, as detailed below.
Malaysia – Kuala Lumpur International Airport
The international departure passenger service charge is 73 Malaysian ringgit, approximately 580 baht.
Indonesia – Soekarno-Hatta International Airport
The international departure passenger service charge is 266,400 Indonesian rupiah, approximately 500 baht.
Philippines – Ninoy Aquino International Airport
The international departure passenger service charge is 900 Philippine pesos, approximately 500 baht.
Vietnam – Noi Bai International Airport
The international departure passenger service charge is 14 U.S. dollars, approximately 400 baht.
Singapore – Singapore Changi Airport
The international departure passenger service charge is 46.40 Singapore dollars, approximately 1,200 baht.
This comparison shows that Thailand’s new PSC of 1,120 baht is clearly higher than most regional countries, nearly double that of Malaysia, Indonesia, the Philippines, and Vietnam, while being close to Singapore’s rate, the major aviation hub of Southeast Asia.
