The National Anti-Corruption Commission (NACC) strictly enforces the law regarding the "Pa Chana Jai Forest Meditation Center" in Saraburi Province for encroaching on Agricultural Land Reform Office (ALRO) land. Recently, water and electricity were cut off after six months from the initial date of land reclamation.
On 13 Aug 2026 GMT+7, the NACC conducted an inspection of the "Pa Chana Jai Forest Meditation Center" in Saraburi following reports of encroachment on ALRO forest land. Mr. Kiattisak Phutphan, Deputy Secretary-General of the NACC, stated that after investigating the ALRO land encroachment at the meditation center, officials and related agencies jointly conducted the inspection to strictly pursue legal action.
Progress and government actions: all responsible agencies and sectors have rigorously carried out inspections in their duties, including filing complaints, summoning involved parties for information, and gathering various evidence.
Legal proceedings: officials have almost completed witness interviews and evidence collection. Only the final damage assessment by the Agricultural Land Reform Office (ALRO) remains outstanding.
Damage valuation: the meditation center previously submitted a letter expressing intent to return the land. The damaged ALRO land totals approximately 136 rai, 1 ngan, and 30 square wah, with preliminary natural resource damage estimated at about 5 million baht.
Total damage value: when including buildings, natural resources, and public utilities, the total estimated damage is expected to exceed 50 million baht.
Environmental impact and land alteration: deforestation and land encroachment have caused significant environmental degradation, including soil excavation and flattening of mountain slopes.
Disaster risk: these changes to soil and forest conditions undermine soil stability, increasing the risk of landslides and other natural disasters during heavy rainfall.
Following investigations into the Pa Chana Jai Forest Meditation Center in Muak Lek district, Saraburi Province, the Saraburi NACC office has continuously driven and monitored law enforcement throughout 2026 with the following key events.
18 February 2026: Saraburi NACC, along with network partners including the National Anti-Corruption Commission (NACC), Royal Forest Department, ALRO, the Office of Buddhism, and law enforcement units, conducted an initial fact-finding inspection.
27 March 2026: A workshop was held at the Saraburi NACC office to develop monitoring strategies for agricultural land allocation, involving ALRO central and provincial offices, Forest Region 5, provincial land office, Muak Lek district, NACC Region 1, and local community leaders to establish joint monitoring measures.
18 May 2026: Six agencies (NACC, NACC Region 1, Saraburi ALRO, Saraburi Office of Buddhism, Forest Protection Unit, Muak Lek district, and Nong Yang Suea subdistrict administrative organization) conducted a close follow-up on the encroachment case at Pa Chana Jai Forest Meditation Center.
10 June 2026: In cooperation with the Internal Security Operations Command Region 4, Saraburi Provincial ISOC, ALRO, Forest Region 5, and the Office of Buddhism, authorities monitored progress on law enforcement at the meditation center site.
30 June 2026: The Pa Chana Jai case was presented at the Saraburi Provincial Committee Meeting on Promoting Operations Under the National Strategy Master Plan on Anti-Corruption, session 2/2569, to accelerate law enforcement by responsible agencies including Saraburi ALRO, Forest Region 5, Office of Buddhism, Nong Yang Suea and Wang Muang subdistrict administrative organizations.
