The 22-year-old Gambian international has scored 10 goals and provided 9 assists in 73 appearances for Brighton.
Minteh, who transferred from Newcastle to Brighton for £30 million in 2024, primarily plays as a right winger and is currently recovering from an injury expected to keep him out for two months.
Liverpool manager Andoni Iraola's main target for the remainder of the transfer window is to strengthen the right-wing position to replace Mohamed Salah, who has transferred out.
