This meeting addressed the competition rules and regulations that all teams must follow, with representatives from all four nations—Thailand U23, China, Vietnam, and North Korea—along with organizers and other officials attending.
- Thailand will wear white kits with green goalkeeper uniforms in the game against China.
- Thailand will wear blue kits with red goalkeeper uniforms in the game against Vietnam.
- Thailand will wear blue kits with green goalkeeper uniforms in the game against North Korea.
- A total of 7 substitutions are allowed, with up to 3 substitution opportunities excluding halftime. Once the fourth official raises the substitution board, the change must be made immediately; failure to do so will result in forfeiting the substitution right.
- VAR technology will not be used in the tournament.
- If two teams are tied on points, head-to-head results will be considered before goal difference.
- The tournament will immediately implement the new IFAB rules for the 2025/26 season, such as goalkeepers must hold the ball no longer than 8 seconds, or else a corner kick will be awarded to the opposing team.
