
"Anti-Online Fraud Center" (ACSC) coordinated with police to assist a "retired victim" deceived by a call center gang into installing an app, resulting in losses exceeding 1.5 million baht
On 9 Dec 2025 GMT+7, the Anti-Online Fraud Center (ACSC), under the direction of Police General Thana Chuwong, Deputy Commissioner of Police/Director of the Police Operations Center, and Police Lieutenant General Jiraphop Puridet, Assistant Commissioner of Police/Deputy Director of the Police Operations Center, disclosed information about victim assistance on 8–9 Dec 2025 GMT+7. They reported receiving cases via the ACSC related to criminal schemes, primarily involving phone calls impersonating government officials, tricking victims into downloading remote-control apps to access their phones, extracting information, and conducting money transfers. Victims often realized their losses only after substantial sums had been taken.
The ACSC coordinated with all sectors and worked with local police to promptly investigate and assist victims. They conducted investigations in six cases, successfully preventing six victims from transferring funds to fraudsters, blocking over 2,728,000 baht in total. They also arrested two suspects of Myanmar nationality in one case and seized 15 STARLINK communication radios at Mae Sot Police Station.
In a notable case, ACSC's War Room staff coordinated with Samut Songkhram Provincial Police to assist a retired female victim who received a call from criminals claiming to be from the Samut Songkhram Excise Department. The suspects asked if she had received a letter about inheritance rights and said they would send it if she had not. Another suspect, claiming to be from the Excise Department headquarters, invited her to communicate via a LINE app group named "Pension and Retirement".
They instructed the victim to join a LINE group called "Civil Servants Pension and Retirement" and to download the CGD HRDS app from the Comptroller General’s Department, purportedly to check pension balances. After installing the app, the victim was tricked into providing personal information and opening her Government Savings Bank mobile app.
The criminals then had her switch the app language from Thai to English and perform transactions as instructed. Local police quickly reached the victim, informing her that it was a fraud scheme and prevented any further actions, helping to mitigate additional losses. They advised her to file a criminal complaint.
Later, the victim discovered that 1,578,219 baht had been withdrawn from her bank account. Investigators traced the funds to a bank account under the name Ms. Ratchanee and are currently pursuing further investigation and arrest efforts.
