Kan Welfare Apprehended on Koh Chang While Attempting to Flee by Boat to the Border

Metropolitan police investigators have apprehended "Kan Welfare," the shooter of a young man named Bolt on the expressway, after he fled by switching vehicles and headed towards Trat Province. He was cornered on Koh Chang Island while preparing to escape by boat to the border. The suspect is currently in custody for questioning and investigation.

According to the case, the court approved an arrest warrant for Mr. Songkran Panphu, also known as Kan or "Kan Welfare," 37 years old, on charges including intentional homicide, attempted homicide, possession of firearms and ammunition without a license, carrying firearms in public areas without a permit, and unlawful use of explosives in a community or public space.

After Mr. Songkran drove the Welfare van involved in the shooting to a hotel in Nakhon Pathom and left it there, he took several taxis, eventually boarding a Toyota Altis taxi to Rayong. A friend then picked him up in a bronze Toyota Yaris, paying the 2,500-baht fare in cash. The suspect headed to his wife's house, picked up his wife and child, rented a car, and fled towards Trat Province, as previously reported.


According to reporters, at 18:30, Police Lieutenant General Nopphasin Poolsawat, Commander assigned to the Royal Thai Police Headquarters and serving at the Metropolitan Police Bureau, together with Police Major General Chotiwat Luangwilai, Commander of the Metropolitan Police Bureau's Investigation Division, ordered investigators from the Metropolitan Police Bureau's Investigation Division and Metropolitan Police Division 2 to arrest Mr. Songkran near the Prom Bridge on southern Koh Chang, Koh Chang District, Trat Province. The investigative team had learned that Mr. Songkran was hiding at a homestay. He is currently in custody for questioning and legal action at Prachachuen Police Station.
