Update on the "Kan Welfare" case: the brutal shooter on the expressway on 25 December 2025. At Prachachuen Police Station, Pol. Lt. Gen. Siam Boonsom, Metropolitan Police Commissioner, revealed after detaining Mr. Songkran Panphu, also known as “Kan Tattoo” or “Kan Welfare,” a young millionaire known in the used car business and vehicle pawn and loan services in Chonburi Province. The suspect shot Mr. Anuwat Yatinyo, 34, a Bolt driver, who died inside his Toyota Altis after the Sri Rat expressway toll booth near Prachachuen inbound.


Pol. Lt. Gen. Siam said that during interrogation, the suspect stated that before the incident, he had socialized with friends at a nightclub in Bang Yai, Nonthaburi Province. After drinking, he drove friends home one by one, then returned to Chonburi Province. Approaching the toll payment lane, he cut off the victim's car.

After paying the toll, the victim rolled down his window and stopped by the roadside. The suspect parked alongside, leading to an argument, then fired three shots. The suspect claims he had no intent to kill, only to threaten. However, based on behavior and evidence, police believe he intended to kill, given the parking position and shooting distance, indicating deliberate intent.

Medical tests on the suspect found alcohol and methamphetamine in his system. Investigation teams gathered CCTV evidence confirming the suspect acted alone with no others in the vehicle. The suspect fired the gun with his right hand while holding the steering wheel with his left.

After the shooting, the suspect fled via Phahonyothin expressway toward Nakhon Pathom Province. Along the way, he stopped to switch license plates. He claimed this was to hide from finance companies seeking debts, but police found he frequently changes plates. Further investigation is ongoing to determine links to other offenses.

Regarding the weapon used, the registered owner had died about four years ago and was a private citizen. Checks showed the suspect is skilled with firearms, having previously practiced shooting at a range in Chonburi Province.

After the incident, the suspect tried to flee to Koh Chang in Trat Province, where he arranged to meet his wife and child, planning to cross the border to escape further. He hid shell casings on his person at the scene and attempted to discard the gun and ammunition boxes in various places, but police tracked and recovered them.

Tomorrow, investigators at Prachachuen Police Station will take the suspect to the Criminal Court around 09:00 to request detention.
