Deputy Tao Affirms Impartiality in Gambling Website Case Involving Big Joke and Big Tor, Says Everything Is Procedural

Deputy Tao, Pol. Maj. Gen. Jaroonkiat Pangkaew, Deputy Commander of the Crime Suppression Division, presented a 10,000-page dossier to the National Anti-Corruption Commission (NACC) seeking prosecution of six individuals involved in bribery. He opposed a NACC member joining the inquiry, insisting on his impartiality regarding the gambling website case involving Big Joke and Big Tor. He stressed that everything is currently at the procedural stage and remarked that looking at comments can distort the facts.


On 5 Jan 2026 GMT+7, Deputy Tao, along with the investigative team, submitted the investigation dossier and key evidence to the NACC to pursue legal action against state officials and individuals implicated in bribery to influence case outcomes.

Deputy Tao revealed he objected to one NACC commissioner’s participation in reviewing or investigating the case due to evidence suggesting that commissioner might be connected to the incident. He also plans to report these facts to the Senate President to inform them of the connection.




Regarding case progress, the investigation is now over 90% complete. Charges have been filed against six individuals: two current officials, two former officials, and two civilians. Some have acknowledged the charges, while others remain under procedural steps.

The submitted evidence includes seven documents totaling 38 folders, approximately 10,000 pages of paperwork, and several video clips, all of which are considered sufficiently strong to proceed with prosecution.

Deputy Tao affirmed that the case is handled based on facts without any personal bias or persecution and extended encouragement to all parties to continue their legal battles through the justice system.

He also clarified information from Pol. Col. Pakpoom Pismay, a former close officer to Pol. Gen. Surachate, stating it is not an exposé but a disclosure of facts during a time working under unethical superiors who exploited and blamed others. This information will help resolve other related cases.

Next steps depend on the NACC’s discretion whether to conduct the investigation themselves or return the dossier to investigators. If returned, police expect to finalize the case—whether to indict or dismiss—in a few months.




Deputy Tao also addressed the ongoing case of Pol. Gen. Tor Saksukwimol, former National Police Chief, and associates under consideration by the NACC and the Police Commission, noting these are autonomous bodies beyond the Royal Thai Police’s interference, and confirmed no discrimination between the cases of Pol. Gen. Surachate and Pol. Gen. Tor.

Tomorrow (6 Jan 2026 GMT+7) at 10:00 a.m., Deputy Tao will hold a further press conference, presenting 10 key video clips as evidence.

Reporters noted that at times Deputy Tao said, "Let me briefly address the case involving Big Tor. Lawyer Tum filed a complaint with the Anti-Corruption Police Division (ACPD). The ACPD investigated the financial trail and found officials involved in wrongdoing. Upon verification, the matter was forwarded to the NACC for action. That is the first issue."




"The second issue involves Pol. Lt. Col. Krit filing a complaint with the Police Commission to take action against Pol. Gen. Tor and associates. The Police Commission is an independent body. After receiving the complaint, it must investigate and determine guilt. This process is entirely separate from the Royal Thai Police. When the Police Commission finds someone guilty, it forwards the case to the police for disciplinary measures, which could include dismissal. Therefore, the police cannot compel the NACC to act in a certain way; it is up to the NACC and the Police Commission independently. Hence, there is no bias or favoritism in handling the cases of Pol. Gen. Surachate and Pol. Gen. Tor. Everything is progressing within proper procedures. There is no reason to question why Surachate’s case moves faster than Tor’s. If one looks at comments or opinions, it can distort the facts. The facts are clearly established by law and procedure."
